The principles of All-Hazards Risk Management defines the basis of principles underlying preparation for eradicating, controlling, and restoring from disasters and emergencies while providing tackling all the elements of homeland security (Chapman, 2019). Moreover, some of the security issues that the principles of All-Hazards Risk Management attempts to address include mitigating human trafficking, cybersecurity, and the use of social media to report homeland security concerns. Therefore, the limited funds are effectively spent in providing users with an in-depth understanding of substratum principles of preparation for eradicating, controlling, and restoring from disasters and emergencies (Chapman, 2019). Moreover, the funds are used to protect another security breach like the Boston Marathon bombing and cybersecurity from occurring again, and to build a comprehensive infrastructure for human trafficking and cybersecurity.

There should be a focus on off-the-shelf technology because it has helped agencies such as the NIST SCAP Ecosystem to successfully address the exchange of skills and knowledge for weak security management systems (Kudrick et al., 2019). Off-the-shelf technology encompasses features such as machine-readable vulnerability patterns. This is used as the web scanning and code analysis tools to help mitigate cybercrime problems. Furthermore, there should also be a focus on the disrupting terrorism, detection of hazards, or first responder preparedness and response as it is important in acquiring the cybersecurity skills and knowledge to help collect systematic information regarding cyber threats as well (Kudrick et al., 2019). I would choose the NIST SCAP Cybersecurity initiative to implement, and failure to fund the program adequately would affect the homeland security by making it unable to achieve some of its mandates such as eradicating, controlling and restoring from disasters and emergencies.
