Mission Statement
To ensure that the population of Lock Haven in Pennsylvania get the best possible accurate and relevant psychological and psychiatric support and kindred healthcare through continuous assessment and therapy towards establishing a community with the best medical health trends possible (Mackenzie, Neiger, & Thackeray, 2016).
This mission statement is based in the understanding that Lock Haven is a relatively small community in Pennsylvania that has a small cross section of war veterans. This creates a high propensity for the development of Post-Traumatic Stress Disorder. The veterans who suffer from this disorder need continued psychological support. Many of them are however ostracized, stigmatized, and discriminated upon more so because manifestations of violence loosely relate with PTSD. Being also well trained due to their service in the armed forces, these individuals are also very dangerous to themselves, their loved ones and the general population.

The philosophy behind the mission statement is targeted towards this community and is geared towards establishing exactly who among the veterans has PTSD and providing the relevant treatment for them. However, to avoid creating the impression of discrimination and stigmatization, the program is extended to the entire community, which fortunately only amounts to slightly under 10,000 people. Further to the above, the loved ones of those who suffer PTSD also suffer from various stresses. This is over and above the normal stressful situations continually prevalent in life. It is, therefore, possible to both establish the cause of the stresses and treat it from that perspective and in the best possible way hence the mission statement above. The Goals of the Program
The first goal of the program is to eliminate the menace of PTSD in the Lock Haven through assessment and therapy, mainly for war veterans but also other members of the community. The second goal is to provide psychological and kindred support for the loved ones of veterans in general and specifically those suffering from PTSD. Supporting the loved ones improves their mental health and reduces their stress levels from an individual perspective but also makes them better chaperons for their loved ones with PTSD. The third goal is to assist individuals who suffer from stresses that are unrelated to PTSD which improves the overall mental health of the entire community. The Program Objectives
To Conducting sensitization campaigns within the locality of Lock Haven in the importance of psychological support. This is a relevant goal geared towards incorporating the community into the project (Mackenzie, Neiger, & Thackeray, 2016)
To ensure that every individual understand the need for psychological support irrespective of their status in life. This is also a relevant goal based in the desired outcome of goal number 1.
To conduct psychological screening for stress and kindred problems so as to have an understanding of the psychological needs of the community. This is a specific goal meant to understand the target population better from a psychological perspective.
To use the data so collected to come up with tailor made forms of group and personal therapy for the members of the community. This is a specific goal meant to create the different groups and categories under which the community will operate. (Sripada, Rauch & Liberzon, 2016)
To identify all veterans and other members of the public who have developed or are susceptible to developing PTSD. This is geared towards separating the portion of the target population upon whom the entire program is focused. (Sripada, Rauch, & Liberzon, 2016)
To provide the best possible psychological and psychiatric care for the PTSD sufferers. This is the main aspect of the program and also involves outsourcing of psychiatric care.
To provide psychological support and assistance to the members of the community who suffer other forms of stresses and kindred problems other than PTSD. This has the twin effect of helping the loved ones themselves and by extension helping them provide better care for those with PTSD. (Sripada, Rauch, & Liberzon, 2016)
To ensure that all programs and projects undertaken herein are done professionally with full regard to human dignity and professional ethics (Sripada, Rauch & Liberzon, 2016). This is an evaluative objective for the entire project. (Heagney, 2016)
Probable Source of Funds
There are two main probable and/or envisaged sources of grants and funding. These are the Office of Public and Intergovernmental Affairs (OPIA) through its veterans’ PTSD program and the Wounded Warriors Project (WWP) (Office of Public Intergovernmental Affairs, 2017; ‘Wounded Warrior Project’, 2017). The OPIA veterans PTSD project is a government sanctioned and funded project geared towards assisting war veterans who develop PTSD. It is organized by the United States Department of Veteran Affairs (Office of Public Intergovernmental Affairs, 2017). On the other hand, the WWP is a government sanctioned non-profit making organization that collects funds from the public and the corporate society to cater for veterans who have been wounded physically or psychologically (‘Wounded Warrior Project’, 2017).
Purpose of the Funding
The entire project revolves around psychological assessment and/or treatment which is a highly regulated field (Sripada, Rauch, & Liberzon, 2016). Any undertakings of this nature must be undertaken and superintended by well trained and licensed professionals. The highest cost for the project will therefore be towards remuneration of these professions, management, and support staff as well as the upkeep of those who will be operating on a voluntary basis. Secondly, the program will require an operational center within the community complete with the necessary pharmaceutical supplies, equipment and paraphernalia for undertake its obligations. These include several vehicles and a specialized mobile unit which will also serve as an ambulance.
Albeit funded at a federal level, this is a community program and is therefore mainly superintended at a community level through local authorities (Tremblay-Boire, Prakash, & Gugerty, 2016). For eligibility more so for the government funds, the project needs to have documents certifying that it is registered with the local authorities within the community and working alongside the relevant branches of the local authorities in its programs (Tremblay-Boire, Prakash, & Gugerty, 2016). This will ensure the relevance of the program and transparency for the use of funds granted. Any grants and funding must also be fully accounted for to the authority providing it.
Eligibility of the Program
Whereas the intended project is meant to assist the entire community of Lock Haven, its main target is the veterans who live within the community in general and specifically those who suffer from PTSD. These are individuals who placed themselves in harm’s way under direct orders from the US federal government and on behalf of the entire American community. Assisting these valued members of the community is, therefore, a joint obligation both for the federal government but also the entire populace. This is the premise for the eligibility of the program both to federal funds and also funds raised from private citizens and corporations.

Description of the Logic Model
The model above operates on the assumption that after the initial marketing campaign, the members of the community, or in the very least a majority of them will welcome the project and be agreeable to its goal and objectives. This will be followed by a massive assessment drive aided by several interns and volunteers for the assessment of the members of the community. From this assessment, three groups will be established. The veterans with PTSD who are the main targets, the loved ones of the veterans and the other members of the community, veterans or otherwise who are undergoing different stresses. The main group to wit veterans with PTSD will undergo psychiatric tests which will establish treatment regimens or improvement of the treatment regimens they have been undergoing. The other two groups will undergo group and individual therapy depending on their diagnosis and response to therapy.
