Critical Analysis
As with the bill, the sponsor's focus was to direct the government through health and human services to design an insurance coverage program, which could address and enhance social determinants of health. The sponsors wanted the General Assembly to create a policy in order to promote efficiency and reduce longstanding disparities in health and healthcare to improve population health. As highlighted by Artiga and Hinton (2018), such a policy could also enlighten residents to make reasonable and responsible choices. Issuance of insurance options provides health services to all people without considering socioeconomic status, physical, environmental, or social support network. This improves access to quality care as well as enhancing competition in the state's insurance marketplace. General Assembly has made sure that the policy is open to allow new applicants that need Medicare supplements. In addition, the US government has invested in insurance coverage to improve the healthcare delivery system (McIntyre & Song, 2019). Expansion of insurance coverage was aided by policies that encouraged most Carolinians to enroll and this reduced cost-sharing plans, which are more appealing to low-income consumers. Perhaps more significant for the future, the policy helps prevent harm and promotes the wellbeing of the people. The bill heightened the beneficence principle, which addresses ethical issues that arise when available programs do not encourage care for all persons. Lack of early interventions, prevention, and wellness are some of the issues the law takes care of to enhance and promote resident's wellbeing. The policy ensures fairness and equality to cover all Carolinians by offering new coverage opportunities and alternatives to the existing Medicaid Program.
