The creation of a strategic plan for a police department is the essential first step in ensuring that the area under the particular police department is properly covered regarding anticipation and response to various forms of crimes including property, cyber and child abuse crimes. The following essay examines and critiques the strategic plans of the City of Albuquerque, Plano Texas Police Department, the Ashland Police Department, and the Greeley Police Department . The essay examines the various forms and steps the departments have taken towards property crimes and juxtaposes their strategies with a view of how they could step up their efforts in response to the ever-changing needs of the police departments. 

City of Albuquerque 

The City of Albuquerque purposes to use a host of strategies to initiate and implement various strategies in the mitigation and possible elimination of property crime. First, the department aims at reducing crime by eliminating the fear of crime among the residents (City of Albuquerque Strategic Report, 2013) . The action plan includes altering the problem-solving project forms for area commands and including a box in which field officers or area inspectors can nominate suspects for a top-five designation. Secondly, the department purposes to increase the rate of clearance for property crimes to 11 percent and this it hopes to achieve by the pursuit of the formation of an auto theft authority (City of Albuquerque Strategic Report, 2013) . The goal of the authority will be the combating of auto theft through the implementation of tougher laws and regulations in the area. The department also hopes to increase the training capacity for property crime detectives to ensure that they are all well equipped to deal with all the cases they encounter every day.

The Department purposes to increase the effectiveness of the crime stoppers unit by implementing radical technological advances that can assist in revamping the unit. Moreover, an increase in awareness in the crime stopper’s unit is essential because it increases the number of tips received as well as increasing the number of arrests that accrue from such tips (City of Albuquerque Strategic Report, 2013) . Another essential aspect of the strategic plan lies in the implementation of electronic tracking methods for pharmaceutical theft and this is similar to rat activation in bank robberies. Essential improvement of the use of ETS tracking systems is aimed at implementing proven strategies to reduce crime (City of Albuquerque Strategic Report, 2013) . The Department aims to revitalize the singing arrow neighborhood and this will help in restoring the former quality of life for the people in the neighborhood. The City of Albuquerque Police department aims to institute the quality of life saturation controls to measure the rate of crime (City of Albuquerque Strategic Report, 2013) . 

Plano Police Department 

The primary strategy for the Plano Police Department Strategic plan is partnering with the community in finding solutions to property crimes. The department works to recruit a diverse workforce comprising people from both outside and inside the region and this is essential because it allows the Police Department to mirror the society (Plano Police Department, 2015) . Similar to the City of Albuquerque, the Plano Department aims to enhance technology and communication strategies by increasing research into identity theft crimes, crimes against corporations and exploitation of children (Plano Police Department, 2015) . The Plano Police Department is replacing the majority of the aging Motorola work stations with modern computer systems to aid in enhancing communication between officers in the field and those within the stations (Plano Police Department, 2015) . A number of officers are issued with Blackberries, iPhones and Windows phones to assist them in their daily work operations. 

The issuance of body cameras and automated vehicle location hardware has been lauded as essential steps in keeping up with the advancements in technology and innovation in comparison to other police departments (Plano Police Department, 2015) . The proper implementation of the automated vehicle location technology is aimed at ensuring user efficiency as well as accurate location of vehicles in times of emergency response to crime scenes. The technology is expected to be enhanced to enable officers in the field to access such information and this can be done through the enhancement of the necessary bandwidth (Plano Police Department, 2015) . As a way of enhancing security through technology, the department aims to step up the surface area for cameras in the city that will help in covering a large area which is essential in maintaining security. 

In the bid to combat property crime and enhance security in the new age of technology and innovation, the Ashland Police Department relies on the strengthening and enhancement of several key pillars and these include building trust and legitimacy among the civilians, enhancement of policy and oversight, the use of technology and social media to create social awareness, the enhancement of community policing strategies and crime reduction, proper training and education and officer wellness and safety to ensure that officers or law enforcement are protected even as they carry out their duties (Ashland Police Department, 2018) . Similar to the Plano Police Department the Department aims to work on its consistency in dispatch and emergency response, the constitutionality of laws, the lack of affordable housing and the lack of mechanisms for enforcement of the law in minor violations (Ashland Police Department, 2018) . Additionally, it aims to work on enhancing diversity to represent the face of the community of Oregon. 

Greeley Police Department 

According to the Greeley Police Department, (2019) Law enforcement efforts in Colorado are aimed at ensuring high prioritization of matters of property crime in the area. Among the core values of the department include applied wisdom, excellence, accountability, stewardship, principled relationships, and integrity. Similar to the City of Albuquerque t he department aims to conduct annual studies in staffing that determine the needs for resources and personnel in their areas of responsibility (Greeley Police Department, 2019). A continuous reviewing process of the process of selection for both sworn and un-sworn employees emphasizing on the educational requirements. The Department aims to find ways to help in the promotion of work culture by recognizing the efforts of all the employees in the workplace based on the quality of their work. 

Most Effective Strategy 

Among all the four police departments, the department of the city of Albuquerque demonstrates the best strategy for combating property crime. Not only is it proactive in its approach but it is also all-inclusive and seeks to draw in the contribution of the general population in its strategy and in this way, make the rest of the community part of the efforts. The best strategy for fighting property crime incorporates a strength-based and advocacy-oriented program that aims to divert the attention of potential criminals from crime to other activities that entail increased security and protection of human rights and freedoms. 

Conclusion 

The most ideal strategy is keen on instituting strategies of preventing crime as opposed to those of solving property criminal incidences. In doing so, such strategies incorporate the essential role of communication, sensitization and awareness creation to the public. Localization of programs and stressing on the hotspots of the criminal activities are essential to the process of the implementation of security measures. In order to enhance community outreach and educate communities on the need for communal effort in combating crime, police departments must create community outreach programs modeled towards the needs of the particular community and provide a highly localized solution to the security issue. Expansion of the regional collaboration and cooperative network is ultimately the key to ensuring total security in any area.
