This discussion entails the comparison in the applications and the outcomes of the BEM adopted by police and municipality departments of the United Arab Emirates. The aims of the research were to compare and give a discussion on the applications and results of BEM as well as giving recommendations as per the findings. Regarding the methodology employed, there were interviews carried out. In the interviews, 5 managers and 1 employee were involved in the case of the Police Department while in the Municipality, the interview involved 3 managers and 3 employees. The literature review involved the use of secondary sources in the comprehensive analysis of the situation based on scholarly articles. These articles emphasized the operations of quality models in terms of their improvement of organizational functions, assisting in self-assessment and satisfaction of all organizational stakeholders. In order to assure excellence, BEM encourages organizations to review their approaches ( Garad,2016 ).
Prior to discussion on the application and comparison of results in the two departments, there was a comparison of the profiles of these two departments in terms of the years of establishments, services rendered, organizational structures and location of their headquarters. For the Dubai Police Department, employee happiness stood at 95.8% while for the Dubai Municipality, the satisfaction of employees was 86.3% in 2015. It should be noted that in terms of governance, the Dubai Police is developing a pioneer governance framework while the Dubai Municipality has a continuous improvement of governance framework. In conclusion, these organizations are competitive in terms of excellence achievement. The 4 th generation model enhances organizational quality and employees’ engagement. The study recommends the establishment of an interactive online platform for the Police Department and training employees on future excellence for the Municipality.
