The June 1956 aircraft collision between United Flight 718 and TWA Flight 2 was the most prolific. As a result of the 1956 aircraft collision, the Federal Aviation Act of 1958 was formed by the United States government through an Act of the Congress. According to the Grand Canyon Collision (2005), the accident occurred in an uncontrolled space where ground controllers had no control (Grand Canyon Collision, 2005). In the unchecked area, planes operated on "see and be seen rules"; therefore, controllers could not issue instructions to pilots. In 1958, just two years after the United Flight 718 and the TWA Flight 2 collision, another aircraft collision between a military jet and a commercial airliner occurred in Brunswick, Maryland. The following day, Senator Mike Monroney presented the Federal Aviation Act before Congress.
Following these two tragic incidents, the Federal Aviation Act of 1958 was enacted by Congress. The Federal Aviation Act of 1958 was tasked with overseeing and regulating safety in the airline industry and American airspace by both civilian and military aircraft. The Federal Aviation Act of 1958 was expected to heighten air navigation facilities to deter aircraft accidents. After the 1956 collision, a need to consolidate research and development of appropriate safety facilities arose in the United States. To prevent confusion between military aircraft and civilian aircraft, the Federal Aviation Act was authorized to develop and operate a system where military and civilian aircraft would operate without confusion (Grand Canyon Collision, 2005). The Federal Aviation Act of 1958 modified ground aircraft controllers' duties to ensure constant communication with pilots and control of planes. Through the Federal Aviation Act of 1958, the United States heightened the coordination of flights to deter chances of planes colliding again in the future.
