According to the World Health Organization report (2011), the global population of the disabled estimates to about 600 million, and just like other normal humans, they also have equal rights to quality and affordable healthcare. However, because of the vulnerability, much attention and extensive care need to be given to this group of people since they normally find it challenging to live a comfortable life without the support of the government. As a result of increasing negligence, most of the disadvantaged persons find it more cumbersome to fit in the healthcare sector just like any normal person does (Stuckler, et al., 2009). For this reason, the policymakers should, therefore, redirect their tactics and lay an exponential consideration on the disadvantaged persons to ensure that they are also in a position to enjoy equal rights and privileges particularly on healthcare matters without discrimination. A gearing policy towards the disadvantaged people is therefore paramount.
A gearing policy towards the physically challenged persons is of much significance as it seeks to minimize death rates associated with this group of persons (Petersen, 2008). This is largely attributed to gross income inequality and the inability to access better jobs by the disabled. This further makes the disabled suffer from poverty, which in turn subject them to desperate healthcare access hence resulting in high mortality rates. A gearing policy is also crucial in eliminating unnecessary discrimination of the vulnerable persons and ensures that the disabled are viewed as a subject rather than objects. An overlook of the disadvantaged persons by the policymakers can impact the society negatively. For instance, if not given any attention, the disabled will undergo extreme suffering, which may render many lifeless in the end (Petersen, 2008). This results in a reduction of the human population. Discrimination may also heighten hence resulting in a lack of respect towards the disabled, which is ethically wrong.

As a policymaker, one vital policy I would recommend is free health diagnosis, medication, and treatment of the disabled. I would focus on this policy since most of the disadvantaged people are poor and often find it a problem to raise the medical fee. The fact that quality healthcare is attached to high cost worsens the situation for the disabled since many lack jobs and sustainable income to access the highly specialized healthcare. This policy if implemented will improve the health standards of the disabled and lengthen their lifespan hence makes them feel loved and cared for in the society.
