Typically, the government of American is currently discussing its conflict with China over the South China Sea. There is growing and significant tension between China and the United States although Xi Jinping, the president of China, and Trump, the American president are in a good personal relationship. This conflict over South China is a national economic security issue to both countries since they depend significantly on each other for their economic growth. Besides, there is a probability of emerging of a military conflict between the two countries. Xi is aggressively exerting a military posture intending to construct an imperial empire basing its focus on controlling the sea lanes as well as attaining a veto over his neighbors’ political choices. On the other end, the United States is challenging the Xi’s efforts by increasing air and naval patrols on the contested locations whereby the Chinese escalation has a potential of resulting in a broader conflict. 

Explain Two Competing Solutions To This Problem. 

The first solution is based on an economical solution strategy. Since the involved countries are currently living in utterly fatal and disruptive moments, the human instinct for survival should prevail. Thus the ASEAN nations should be prepared for any possibility of making significant compromises on the SCS issues (Ha,(2019). Typically, the ASEAN should use the SCS economic potentials to tackle China's threat. There is a possibility that commercial exploitation over the seas with the disputes can settle the American conflict with China over South China. Secondly, the other competing solution to this issue is focusing on developing the economy of each of the ASEAN members while trying gradually for the reduction of their dependence on the Chinese Aids, markets and product. When these countries have fully acquired their full dependence, then there will be a possibility of the3 American government overcoming the threat from China.

Evaluate Which Solution is Preferable. 

Notably, the preferred peaceful solution is facilitating the development of the ASEAN members to withdraw their economic dependence on the Chinese. When the ASEAN grows stronger on the economic statuses, China will be enticed to have a moderate behavior of cooperation and not taking aggressive action on the South China Sea. It is significant for America to note that, the ASEAN countries can only have a common preferred goal to consider when they are active enough economically and enjoy the organization cooperation (Buszynski, 2019). To achieve this goal then the ASEAN nations should find common ground setting aside their differences over the thorny SCS problem. 

Address the Responsibilities of each Level of Government, Which are Federal, State, and Local. (Most of the Essay Will Be about the Federal Government). 

Federal Government 

The federal government has its responsibility for the conduct on national affairs. It exerts its powers on the telecommunication and broadcasting, postal service, immigration, commerce, trade, defense affairs, and trade. It is also involved in funding environmental issues, education, health, etc. 

State Government 

The state government (territory government) has its responsibility exerted on emergency services, prison issues, police activities, affairs regarding consumers, recreations and sports, community work, industrial relation, agricultural activities, public work, public transportations, environmental conservations, hospital services, and schools. 

Local government 

Local government is responsible for matters close to the citizens’ homes such as disposal of the waste, community works, local environmental issues, liabilities; local parks as well s playing grounds, local roads, community health and building developments and regulations as cited in Derthick, (2011). 

Address the responsibilities of each of the three branches of the federal government. 

Legislative Branch 

The most crucial role of the legislative branch is making laws. It is in Congress where the writing, discussion, and voting of the laws is done (Olalere & Lazar 2011). It also has the powers to change the existing rules. It has the potential to tax, to borrow money, to regulate commerce with foreign countries. 

Executive branch 

The executive branch has the role of enforcing laws whereby its powers are invested in the president. The department has been given the duty and authority to veto or reject any law proposal. It also negotiates foreign treaties with other nations and also has the power of appointing federal judges. 

Judicial branch 

The judicial branch interprets the meaning of the law, facilitates the application of the law to the personal cases and lastly decides whether the law violates the constitution or not according to Olalere and Lazar (2011). Furthermore, this branch has the responsibility of approving the federal judges.
