It also allow the homeland defense and security for denying terrorists access to crucial expertise, material, in addition to other enabling abilities needed for developing the WMD. It is also being achieved through detecting and disrupting the attempted movements by terrorists to the WMD-associated weapons, materials, and personnel.
The document also addresses the homeland security and homeland defense by protecting the American people, key resources, and the crucial infrastructure wherever they are. It implies that the interests of the American people are always taken first by the document and the government since that is the key responsibility of the document.
