Under the stipulations of the Federal Government, each nursing home facility is required to have a governing body, where designated persons function as the governing body. The function of the governing board, the role of the CEO and other board members defines the roles of those whom the NHA must report to. The governing body has the legal responsibility of “establishing and implementing policies regarding the management of the operations of the home care facility” (Lichtman & Ostreicher, 2011 Pg. 2). The largest task is to insure corporate compliance, while the NHA and the governing boards are required to work together. However, there are differences in the responsibilities between the governing boards and the nursing home administrator. In as much as the governing body has the legal responsibility of establishing and implementing policies regarding the management and operations of the facility, the nursing home administrator oversees the staff and personnel, the financial matters, medical care, and medical supplies. The governing body is also supposed to appoint the nursing home administrator, who is then responsible for the management of the facility. 

Even though the governing body appoints the nursing home administrator, it cannot hold responsible the individuals accountable for corporate misconduct, which is the major duty of the Office of the Inspector General. Nursing home administrators are supposed to plan and direct the operations of the nursing home based in the policies that the governing body establishes. This implies that the “governing body has the duty of establishing the policies that are meant to direct the operations of the facility” ( Pratt, 2010 Pg. 5) . The nursing home administrator is also required to direct the hiring and training of employees, which is the broader perspective of the roles of human resource management of the facility. The nursing home administrator works under the governing body ( Singh, 2014) . The best example is where the nursing administrator is supposed to maintain standards policies, and programs that are in compliance with the federal and state regulations including insuring that the readmission rates are within the required standards, while the governing body oversees the process of implementation of such procedures by holding the administrator accountable.
