The 911 emergency number has a rich historical timeline in the country since its establishment by the AT&T in the year 1968. However, its implementation as a universal emergency number for fire, police medical emergencies varies widely in different states. Louisiana adopted the 911 system in the year 1979, and since then, has upgraded its system considerably. Here is the timeline of some of the critical elements of the 911 emergency number in Louisiana state.

911 AVAILABLE FOR THE COMMUNITY  In 1979, Lafayette Parish came up with the 911 emergency number in Louisiana to make it available for the community. House Bill 480 of 1979 by representatives LeBlanc, Bares, and Thompson established the first communication district at Louisiana. The aim was to bring the 911 services to the community. From 1979 to 1982, most of the communities were lacking the 911 system as there was only one Communications District in the State of Louisiana (Seeman, Kleckley& Holloway, 2018). In the year 1983, there was a legislation that was championing for the establishment of the 911 system in all perishes, and this leads to its spread in the society. By the year 1994, parishes such as St. Bernard, Plaquemines, Lafourche, and Terrebonne were part of the Communications Districts. By the year 2005, 55 different 911 agencies were serving the community at Louisiana. By 2018, there were 61 different 911 systems available for the community in Louisiana.
LOCAL AGENCY IDENTIFIED TO SERVE AS REGULATORY AGENCY FOR 911 CENTERS,

In the year 1983, 911 agencies recognized the Parish Police Jury. They were in charge of the communication district agencies to provide 911 services at the district centers. From 1993 to 1997, there were some limited changes as the agencies incorporated different community services such as fire stations and health centers.

In the 2000s, the use of police and fire department stations was on the rise. 2013 to 2018 saw a rise in the use of the same institutions to bring the services closer to the society.

SITE IDENTIFIED TO SERVE AS A

COMMUNICATION CENTER FOR

INCOMING 911 CALLS.,

The establishment of a communication district as the centers for receiving calls and dispatching resources was in t1979. The approach is still functional today in Louisiana State. The system involves amalgamating public safety communications and 9-1-1 services at a central point for multiple emergency services. In 1987, there was an introduction of another cite system where the 911 call-taking centers and functions were embedded with public safety agencies.

The idea worked in local cites where the

The population would not support the full 911 system. The system that worked in the 2000s and 21 st century in Louisiana.

DISPATCHING OF RESOURCES AND UPGRADE  In 1983, there was an establishment of LA R. S. 33:9105 created means of resources dispatching for the 911 system. Throughout 1979 to 1987, there was only fire dispatching. During these years, the direct dispatch method and the relay method were common. In the year the 1990s to 2000s, there was an introduction of the Transfer method and Referral method that worked alongside the direct dispatched. From 2018 to 2019, the sixty-one of Louisiana's Communications Districts provide level public safety dispatching services – forty are dispatching at least one fire department. Other thirty-three dispatches at least one law enforcement agency
Funding  In 1979, there was an establishment of the funding. Funding of 9-1-1 systems in Louisiana assesses an emergency telephone service fee on each SR 161 Working Group 10 telephone subscriber ( Shah, Slejko, Olives, & Shaya, 2018). “The fee is reflected on the subscriber's phone bill and is collected by the service provider, who remits the fee to the respective Communications District, based upon the jurisdiction.” (Covitz, 2018).  In 1983, there was an adjustment on funding which established that district and the governing authority might receive federal, state, parish, or municipal funds.
Staffing  From 1979 to 2018, a significant number of the 9-1-1 PSAPs in the state of Louisiana were staffed and funded by the Sheriff’s departments.
