Emergency managers occupy a key role in the community since they mitigate the effect of disasters. Educating communities about the tenets of emergency management is a big part of their role. Education programs require the support of community leaders and effective communicate channels so that the message can be disseminated clearly. 

The best way an emergency manager can convince political stakeholders of education is by demonstrating its importance in a practical manner. This entails highlighting that education for disaster preparedness can facilitate life-sustaining and life-saving skills and information that safeguard community members, particularly the young people who are highly susceptible during and after disasters ( Coppola & Maloney, 2009) . It is important to point out to the stakeholders that the aftermaths of disasters are not natural, they only happen when the community lacks preparedness and the ability to cope with these hazards. By doing so, the stakeholders will realize that the combination of an ill-prepared and exposed community in the event of a hazard results in adverse effects. On that note, education plays a vital role in preparing people and developing a disaster resilient community.

When making such a proposal, an emergency manager is bound to encounter negative feedback. To overcome this barrier, the manager needs to use real-life examples that will appeal to the opposing parties. For instance, the manager can point out the lives have been saved from hurricanes during emergency preparedness. Convincing the opposing parties requires a personal appeal to demonstrate to them that they are also at risk of being victims of disasters. Such a move will enable them to see that educational programs are meant for everybody and not just susceptible community members. Overall, the participation of political stakeholders is important to enable the effectiveness of education programs.
