Identify two major political realities facing the administrative supervisor.

The two major political realities facing the administrative supervisor include the need to work with elected officials in a direct manner regardless of the fact that a majority of them lack basic understanding of how the government works in general. Another political reality is the need to work under the supervision of the board members who may prefer realization of personal interests over those of the organization hence negatively impacting the work of the functions of the administrative supervisor (Pammer, Welcome To Week 1: The Unique Environment of Public Organizations, 2015). Therefore, the administrative supervisor needs to navigate these political realities to realize the prerequisite autonomy to make decisions and manage his/her responsibilities effectively. 

2. How do the political realities compromise a “single point of accountability”?

The aspect of a “single point of accountability” is compromised by the existing political realities in the sense that they interfere with the effective management of the bureaucratic functions of a public entity. Due to interference by political realities, the desire to achieve a single point of accountability becomes practically impossible hence compromising the whole process.

3. How do the political realities compromise financial control over the organization?

Political realities compromise financial control over the organization in a number of ways. For instance, the influential controlling power that the board members enjoy tempts them to influence the management of an organization by compelling to execute financial decisions which are in favor of their personal interests as opposed to organizational needs. As well, the existence of political realities results in the creation of constant tension between the bureaucratic and management principles and the democratic principles. Due to the public nature of public entities, democratic principles tend to overweigh the bureaucratic and management principles and thus compromising the financial control of these organizations. 

4. Do you think the administrative supervisor has the authority to carry out the responsibility of overseeing all operations? Give an example .

In my view, I do not think the administrative supervisor has the authority to effectively carry out the responsibilities and duties relating to overseeing all the operations of a public organizations. The existence of political realities makes it extremely difficult for the administrative supervisor to achieve total control over the decision-making process of these organizations (Pammer, PAD 705 Week 1 Part II, 2015). For example, board members by virtue of popular control tend to negatively influence the management of public bodies thus curtailing the authority of the administrative supervisors to carry out their responsibilities efficiently.
