Herring depicts that the United States made South Vietnamese become over-reliant on foreign aid for them to survive; they did not teach the Vietnamese how to provide for themselves (Herring, 2014). Also, the United States wanted to create a government that would be run by democratic principles in Vietnam; however, this was not possible since the foundation for such a government was fragile; they needed to provide economic security for the Vietnamese. In as much as the American government was giving aid to the Vietnamese, it did little to improve the standards of living for people living in Vietnamese villages.

According to Herring, the U.S involvement in Vietnam was a tragic event; the war would have been avoided if the leaders of America were wise and careful (Herring, 2014). I agree with the notions of Herring since the actions of the American leaders at the time created mistrust in the American citizens; they stopped believing in their government. Also, the war created economic woes in America; if the U.S did not get involved in the war, the resources they waste in the war would have been channeled towards the economic growth of the country.

Before deploying troops to war, the Presidents should examine whether the war is for a good cause. A good cause may include saving innocent people from injustices of a tyrannical leader. The Presidents should also note how the war is going to affect their country; this consists of the number of resources that will be used in the deployment of troops. If the war will exhaust or lead to misappropriation of taxpayers' money, then it not worth fighting. The soldiers should die for selfish reasons; they should die for a good cause, which includes protecting the innocent people at war at defending the honor of their country.
