At its core, intelligence is information gathered within or across the borders of United States to reveal threats to the nation, its citizens, property, proliferation or use of weapons for mass destruction or other issues bearing on the homeland security and emergency management (Logan, 2017). As such, its proper or improper use determines the outcome of security threats and disaster. The United States has had historic events where intelligence was used improperly. One such event that drawn so much interest on the issues of intelligence is the 9/11 attacks. 

According to the 9/11 Commission, the intelligence community was overwhelmed with financial and political issues among other factors to the extent that it was unable to get the big picture of terrorism up to the 9/11 even (The 9/11 Commission Report, 2011). t. Officers in the Intelligence Community worked to comprehend the evidence on al Qaeda and its threats. Yet they got stuck at the process of analysis in the intelligence cycle. Analysis involves using information regarding the context of the situation, characterizing observations, and applying statements of probability for future anticipations (“How Intelligence Works”, 2020). Based on the 9/11 Commission report there was no comprehension of what the intelligence community knew and what that meant to the security of the nation.

The improper use of intelligence to prevent or counter the massively damaging terrorist attacks of 9/11 is ranked among one of the worst failures of intelligence in the history of the U.S. The CIA was unable to disseminate information and plan accordingly following the process of the intelligence cycle. What should have been done was the engagement of proxies in the mother country of Bin Laden who was the catalyst of the attack. This would have enabled the CIA to act of any opportunity that presented itself. For over three years, however, the lack of results resulted in a stagnated committee and sequentially the 9/11. The Bible in 1 st Peter 5:8 states, “"Be alert and of sober mind. Your enemy the devil prowls around like a roaring lion looking for someone to devour.” ( “Preparing for Battle: 20 Bible Verses to Help You Face Life's Hardest Moments”, 2018). The homeland should have been keen on the al Qaeda, bettered its strategies to foresee the 9/11.
