Why is it so important to consider “unity of effort”?
Unity of effort is a system of approaching emergency management in an integrated manner. Unity of effort entails approaching emergency management as a joint venture or enterprise. In this case, the government, key community stakeholders, the private sector and the non-governmental organizations cooperate in putting up an integrated system of managing emergencies. Considering the unity of effort across the entire community is quite important. This consideration must be in the context of risk and vulnerability assessment.
Considering the unity of effort for the whole community enables the integrated emergency management systems to prioritize areas with the highest risk and vulnerability levels for deployment of machinery aimed at minimizing loss in the event of hazards. The benefit of this consideration is that it leads to optimal use of emergency management resources and effective efforts. The outcomes achieved when consideration of unity of effort is done across the whole community are also optimal.

What strategies would you use?
I would basically use the Incident Command System Organization in achieving unity of effort. I would ensure I develop a framework for unified command so that there is a concerted effort at managing emergencies across the whole community. All the emergency management agencies from the government, the local community, the private sector and non-governmental organization would be subject to this unified command system. I would value engaged partnerships as a key strategy towards achieving unity of effort. Another key strategy would be having a tiered response to emergencies. Building an emergency response team that has scalable, flexible and adaptable operational capabilities would be a key strategy towards achieving unity of efforts. The teams must also always be ready to act on an emergency call. These are some of the strategies I would use to achieve unity of effort.
