Universal access to education implies that people have the right to equal educational opportunities. This is a fundamental right under the constitution, which dictates that any child that lives in a state that has a public school system should not be denied equal access to the education system. Universal education in the country is paid for by federal and state governments, which take care of the costs of public education. However, factors such as learning resources, school budgets and taxes have made it difficult for schools in the national, state and community levels to provide equal opportunities in the education system. Therefore, universal access to education has become a national concern especially for people from vulnerable communities. 

Equal access to education is an important factor as it improves the wellbeing of an individual and that of the community. Through education, members of the community are empowered since they become enlightened about the political, economic, social and health issues affecting them and propose viable solutions. Therefore, education is considered as an investment in human capital that benefits a country in form of increased productivity. When the citizens of a country are educated, it means that they possess knowledge and skills that can be utilized by organizations to advance the objectives of the country as well as that of an institution. In addition to this, people who are educated are able to overcome the economic and social challenges within the community has they have the knowledge and skills to gain financial independence and improve their livelihood. Universal access to education makes individuals to become aware and more concerned about improving their productivity and enrich their life experiences. Consequently, this leads to the development of a society as each individual in the community experiences personal growth through the education system.
