The ambiguity of the two phrases law and regulations makes it relevant for a definition. Laws and regulations are a fundamental difference in definition and application. However, they also bear some similarities. For instance, they both specify the right course of action as dictated by the authority, they both require public ear and attention in formulation and amendment, and their violations attract penalties commensurate to the degree of violation. The differences, however, lie with their applicability and formulation. Laws require a definitive legislative action to pass and ratify while regulations are amended and broken at lower levels of authority. Similarly, laws apply at an immense jurisdictional expanse while regulations are defined by a specific body, within a particular agency or industry. 

First, laws must go through a billing process as defined by the constitution. Bills are conceived, written, and presented by a legislature before a house of representatives in democratic countries. After approval by committees and necessary hearings, laws are then passed, and if the executive body affirms it, the laws become a canon, effective as soon as is it signed. On the other hand, regulations are conceived by agencies and do not pass through any billing. Regulations, however, require a public hearing by the agency, and the decision of the majority either upholds, amends, or dismisses a regulation. Laws are thus formed with bodies outside the lifespan management circle, but they then affect the management. However, regulations that govern lifespan management are formulated, amended, or corrected by experts within the field.

Also, Laws apply to everyone equally, and as the hackneyed saying goes, 'no one is above the law.' Consequently, regulations have no power beyond their scope of application and thus only govern a specific cohort. Laws, therefore, apply to all bodies within a country and influence how life span management decisions are made while regulations only apply within a specific field of the life span management, maybe within the institution level.
