If I had the second ring, I would deliver it to the king or the family of the dead man. The king would use the ring to achieve better interests of the country or nation which include development. Due to the respect for the dead man, I would deliver the ring to his immediate family so that they can help themselves to achieve what the man would have accomplished with the ring. Giving a ring to his family would be fair as opposed to me keeping the ring and using it for my gains.
Most people do not what is right they follow their desires. Due to greed most of the people find themselves failing to observe morals while trying to benefit themselves from their actions.
