The article focuses on the problem where older people in America work longer and receive fewer benefits than any other G7 countries; America faces a greater risk of poverty in old age. The elderly in America are losing their bargaining power because of reasons such as; diminishing retirement income security, insecure employment relationships, discrimination by age in workplaces, and consequences of Earned Income Tax Credit (Ghilarducci, 2019). Policies to improve work for the old people in America may be divided into two sets; those that gather information and correct the problems faced by the old people in the work force, and policies that propose adequate pension for the affected through the expansion of social security (Ghilarducci, 2019). 

From the article, I understand that indeed there is a problem that needs to be solved. The problem in the article is reducing bargaining power for the old people in America’s workforce. To address the issue, the article first identified the causes of the problem before proposing solutions to the problem. Therefore, to solve the problem, it is crucial to understand what causes the problem. Solutions recommended countered the causes of the problems.

In the case where a business seeks to improve the talent within a business, using the procedures from the above example may help come up with the best methods to tackle the problem. After identifying the problem, which was the first step, the causes of the problem should be identified. In the organization's case, lack of motivation among the employees may be the reason why team players in the business are not utilizing their talents. To solve the problem, the leaders in the organization may come up with policies like offering rewards to the most accomplished employees to try and motivate them.
