People have begun to accept the fact that terrorism is unstoppable just like other life tragedies such as fatalities in car accidents, gang disputes, drug overdose or even gun incidents. Even as people try to minimize death counts in terrorist attacks, it is becoming extremely difficult to deny the fact that terrorism cannot be stopped. Civilians expect law enforcement and security intelligence agencies to combat all planned terrorist attacks and when there is any slip people cite intelligence failures and begin to question why billions are spent on security agencies which cannot guarantee success (Bekele, 2017). While there are intelligence failures which do exist, they are far rarer than people think. The unfortunate truth is that many terrorist attacks, especially in this era, are unstoppable.
The first reason why terrorism is unstoppable alludes to the fact that the trend in carrying out terrorist attacks is becoming unpredictable with the recent shift of individuals employing low tech weaponry (Bekele, 2017). The recent terrorist attacks have involved the use of knives and trucks running into people. These recent trends have proven that the terrorist groups are coming up with new strategies which are not foreseen with the security experts. Also, most of the recent attacks have been carried out with loners (Krueger, 2017). This has made the whole process of combating terrorism to be more complex since it is difficult to know what is going on in an individual's mind and thus the intelligence agencies may not be able to stop the acts carried out by individuals. Monitoring behavioral indicators are not easy since people have different characters and behavioral habits and thus it is not easy to predict an individual's behaviors. Another reason why terrorism is becoming unstoppable is because of the human rights watch and unrestricted movements (Hsu, 2011). People are not comfortable with checkpoints everywhere as it violates the right to free movement. Most people do not want their commutes to be interrupted on a regular basis by police.
