Mitigation is one of the most effective emergency response undertakings in a case that involves Anthrax Bioterrorism. One of the reasons behind the choice is because it is cost-effective. Some of the mitigation strategies would involve strategizing around preventing the attack and planning on using an effective antidote to reduce the attack's impact if it occurs. Besides, other possible undertakings include strengthening surveillance to detect any malicious and suspicious terrorism act before it happens. 

Another indispensable phase is the response. Anthrax is one of the most deadly biological weapons. A quick response in disinfecting the environment and treating the affected people, animals, and plants is necessary. Besides, there is a need for medical personnel to respond by wearing protective gear while attending to the individuals affected. Unless these quick measures are taken, the fatalities are likely to be significantly high. At the same time, if the response is not quick, long-term effects on those exposed, for example in terms of neurological development abnormalities and an increase in cancers and skin infections is likely to be witnessed(Chugh, 2019).

Quarantine and isolation are similar because they are approaches used to prevent healthy individuals' contact with the sick ones, hence preventing the spread of airborne or contagious diseases. The difference between the two public health practices is that while isolation is for people who have tested positive for a given illness such as the current Covid-19, quarantine is for those who have come into direct or indirect contact with a sick individual and are hence at risk of being sick. Another difference is isolation is more acute in comparison to quarantine(Khan et al., 2020) 

The government has a right to isolate or quarantine individuals who have tested positive for a given disease or those exposed to sick individuals. These measures are used to prevent more infections and hence reduce the burden of disease on the healthcare system and government finances. On the other hand, an individual who is either isolated or quarantined has a right to his or her healthcare information. They also have a right to choose their treatment options, especially if they have healthcare insurance. Furthermore, although they might be socially isolated from others, they have a right to communicate with their loved ones through other possible means, for example, teleconferencing. 

The Emergency Support Function 8 response to the Boston Marathon bombing mainly concerned the recovery efforts after the explosions. Given the proximity of the blast to the spectators, a majority were injured and traumatized, hence needed emergency healthcare. Besides transportation of patients from the attack scene to the provision of care a few months later, there was also redirection of runners and other people on the scene to safer grounds to avoid more casualties. 

Collaboration is another major aspect of the response to the Boston Marathon bombing. Organizations initially came together to strategize around public health and mitigation of possible insecurities. Besides, there was a cooperation between the Boston Public Health Commission, the Office of Public Health Preparedness, and other stakeholders in the event's aftermath. All was in a bid to ensure mass care. 

Hurricane Harvey was one of the most catastrophic hurricanes in the USA. Given the damage it caused to people and infrastructure, several organizations and individuals put together rescue efforts. One of the temporary shelters that was available for the general public was the Gorge R. Brown Convention Center. 

Besides broadcasting the information online, different organizations made it possible for the public to know about the temporary shelter that was available at the time. Besides the Red Cross spreading the information and providing relief assistance, the Texas government also provided the necessary information.
