This plan involves the steps that will be followed to acquire block grant for development of residential housing in Anytown, Michigan. The project will majorly be supported by the central government. However other funding will be channeled from the state and local governments. Well-wishers, sponsors, donors and local communities will also be involved in development of the block grant.

The project aims to develop affordable modern residential estate that can be used to improve the settlement of medium and low income populations in the town. A total of 700 units will be built in the first phase of this development. The units will comprise of fully furnished houses with two bedrooms, sitting room, kitchen washrooms and corridor. Other provisions will include a backyard and a packing area. The units will be supplied with water and electricity connection.

The purpose of this project is to provide modern affordable housing to the local community and expand the capacity of the local government in providing housing to its residents. Considering this is a huge and expensive project to undertake, it will bring together different stakeholders, and partnerships. Strategic planning will necessary to ensure the success of the project (Chakrabarti, & Roy, 2015). It has been reported that there has been housing problem in American urban areas; as the population is growing and people are having many responsibility to balance with the limited resources, they end up living in substandard housing. This Shum housing has been increasing in both the towns, cities and the rural countryside. Therefore this development will be important in minimizing the flourishing of this poor housing.

The other factors that has led the idea of this development is a recent analysis that observes that more than third of the American citizens are spending more than 30 percent of their income on housing (Chaskin, & Joseph, 2015). The housing being offered by the private sector is not up it standard and lack connection to social facilities. Therefore providing spacious houses with link to social amenities such as well-maintained sewerage system will be a great boost to the lives of the local community.

With this project there will be interaction with many partners and stakeholders. Some will be the donors, sponsors, evaluators, and the beneficiaries. The main bodies that wail be approached for the successful issuing of this grant includes the central government. The grant will be requested through the community development block grant (CDGB) that is offered by the department of housing and urban development (Haskin, & Joseph, 2015). Under this department there is the Home investment partnership program that can be utilized by the local and state partners. The grant will be applied following the preparation of a detailed proposal of the project. the plan and propel will entail all aspects of the project including the budget, the purpose, duration of development and the number of people it is mean to benefit. The application will be made in writing and will have all support documents duly assessed by all the porters and approved by the relevant bodies.

This block grant development we involve approaching the Michigan state government for authorization and analysis. The governor will be approached for the purpose of going more funding for the project. Under his leadership, the project can also be sure to get qualified engineers, quantity surveyors and planning officers among other personnel who would lead to the successful achievement of the housing project. Being in touch with the state government’s officers will ensure there is conformity with planning and zoning standards (Desmond, & Gershenson, 2016).the state government would also be important for approval of the project, providing permits. The governor’s office has the department of human services that is mandated to lead in public assistance and service programs. using this department would allow for development t support families from poor backgrounds.

The other partners in the project will include the county board of commissioners. These are significant executives that can determine the success of the project. They will be used to monitor the various phases of the project including the assessment, planning, funding and execution of the housing project. They will also serve as consultants on different phases of development. If issues arise that might hinder the city council for delivering on the project their input will be sought. The council and the development committee of the project will write letter t them seeking for their feedback and recommendations on the project.

The city council will be the main manager of the project. The project is under their jurisdiction. This project falls under its housing and homeownership programs. It follows the recommendation by housing acts and development programs. The city council will oversee all operations of the project and other aspects of development. The council will be obliged to apply for the housing block grant from other the central government (Sarason, 2013). It will also be the one in charge of writing letters to update other partners on the progress of the housing project and its development.

The housing agencies and corporations would be approached at a later stage to ensure there is professional management of the housing projects. There are popular and credible agencies and corporations that have been working in the city that can be approached. The city will try reaching out to the firms that has the mission of working with nonprofit organization to improve on rental management, they will ensure the housing units are well maintained and no damage occurs to this rental. They will also be useful ion proving technical assistance in developing future settlement and housing facilities (Schwartz, 2014).

In conclusion this housing project will be a big success in solving housing needs for the Michigan residents. It will improve living standard and will be an effective way of eliminating the increase of shim hosing and shelter facilities. It will save the community on hosing exposes and allow them to participate in other commitments that will lead to progress of the city. It will be a way of bring in participation of the local council, the community, private sectors investors and the county and state governments.
