1. Judy is a new occupant and as the case manager, I will empower her by ensuring she acquires all the resources and services entitled to her. I will coordinate with the people within the safe neighborhood, to ensure she gets the best orientation she needs in her new home. As the case manager, the empowering options I will create for my client is to offer guidance to her so that she can understand her situation (Mullahy, 2010). I will ensure I provide her with an environment that encourages her to open up, so that I can understand her situation and assist appropriately. After numerous occasions of meeting up with Judy, I will encourage her to set goals that will increase chances of bringing positive sustainable outcomes in her life, and that of her children (Mullahy, 2010).
2. Yes. There is value conflict between the agency’s drug policy and professional values. As the case manager, I am the one who has helped Judy secure a two-bedroom apartment. According to the Housing Authority's policy, residents are prohibited to use or sell drugs in public housing units, and requires that those who violate this rule be evicted immediately. As the case manager, I am supposed to protect public interest. In addition, I am supposed to ensure my client achieves the maximum benefits, and the services she gets are consistent with her conditions and circumstances (Berg-Werger, 2016). Judy has suffered immensely prior to getting this house, and she waited for long before I managed to secure her the apartment. In this case, I am supposed to protect the interest of my client, although she has violated the drug policy set by the Housing authority. In that case, I will be faced with a dilemma on the appropriate decision to take as the case manager (Zhu et al. 2015).

3. When I go to jail to visit Judy, I will strive to speak to her on her rights. As a certified case manager, I will offer to serve as her advocate and promise to conduct a comprehensive assessment that will identify her needs. I will ensure all the necessary services are provided to her as my client (Berg-Werger, 2016).
4. If Judy’s children were not involved, I will strive to ensure the interests of the children are protected. I will thoroughly access the situation, and secure adequate childcare. I will also organize the children to get counseling (Zhu et al. 2015).
