The profession of human resources performs different tasks within the organization, with the significant role been managing people. The activities of human resource (hr) are of great concern for the wellbeing of employees and ensure that employees are treated well by the organization and gain mutual benefit. Some of the key roles of human resources include staffing, development, compensation, employee and labor relations, safety, and health. It is the responsibility of hr to carry out training and development within an organization. 

Section 1 - Importance of Training 

Human resources are responsible for recruiting, training, and developing new employees and providing them with adequate support. HR maintains a developmental program to the existing human resources to ensure employees are well trained on their roles in the organization. As a crucial integral function of HR, training involves the change in attitude, skills, and knowledge of employees, leading to improvement in behavior ( Noe & Kodwani, 2018) . Training programs take into consideration both organizational and individual goals. Employees in the field of Information Technology (IT) require frequent training to be up to date with changes in technology. Employees are trained using internal training programs, conferences, and education programs ( Lussier & Hendon, 2017) . Training is crucial for the development and success of both the employees and organizations. Training improves employees’ morale since it creates job security and satisfaction and increases their chances of promotion. When employees have high morale, the rate of absenteeism and turnover reduce, and the organization saves on the cost of frequent hiring and training new employees. Ongoing training opportunities show the company's commitment to the growth of employees, and they feel their value in the organization is recognized. Training increases overall production, as demonstrated through quality and quantity improvements ( Lussier & Hendon, 2017) . With adequate training, wastage of time, money, other resources minimize since employees learn ways of managing resources.

Section 2 - Professional Training Proposal 

As a web designer in the organization, there is a need to undergo intensive training on integrating REST API in PHP. Training programs for IT employees involve goals of training, learning objectives, methods the trainers, trainees, and methods of assessment. The training needs to be an ongoing activity where employees attend meetings and seminars on how to use computer-based training and one-on-one coaching. Today, the world is changing, and various devices are connected through APIs. Instead of hiring external PHP developers, the organization has decided to organize a training program where all employees in the IT department, especially web designers, will learn the skills of REST APIs. The training will run from the basic where employees will be taught the meaning and basics of REST API before going deeply into the designing and application of the program. 

Knowledge of REST is important for the organization since it helps in minimizing the coupling between clients and server components. Web API is increasingly becoming an essential and useful marketing tool for organizations. Training on the integration of REST API in PHP will enhance my performance and production as the company's web designer ( Sohan, 2017) . The company deals with many clients living in diverse locations, and the company has no control over it. Through adopting REST, it will be easy to update server without updating the client’s software regularly. REST API is a fast and ensure secure transfer of data. The trining 

Section 3- Importance of Development. 

Human resource development plays an essential role in determining employee development, which is crucial for improving skills and qualifications. Upon recruiting new employees, an organization requires to keep providing resources for continued growth, which is a vital investment for the organization. Human resource development is an integrated use of training, organization, and career development to improve the effectiveness of individual, group, and overall organization ( Lussier & Hendon, 2017) . Development is essential to employee onboarding and retention. It is the mandate of human resources to maintain a developmental approach to human resources. The critical development activities adopted by the organization include training new employees for their roles, providing training opportunities to keep employees up to date in various fields, and preparing management prospects for employees and managers. 

Development contributes to high productivity and better relations, leading to excellent organization profit. Development helps the employees to become more competent through developing new skills, knowledge, and attitudes. Proper development enhances the employee's commitment to their jobs, as seen through the performance appraisal system. A healthy working environment and teamwork lead to increased productivity and better utilization of resources ( Noe & Kodwani, 2018) . Development reduces high expenditure used in the implementation of change since employees are well equipped with the capabilities of problem-solving and understanding the importance of change. 

Section 4 - Professional Development Proposal 

Today, technology keeps on changing hence creating a need for employees in the department of information technology to be provided with emerging IT resources and programs. A job in web designing requires continuous development to stay up to date and help the organization gain a competitive advantage. As a web designer in the department of IT, there is a need for the organization to organize professional programs to offer education-development opportunities in cyber security. The organization needs to provide education and seminars to employees working in the IT departments to improve their skills and qualification in identifying security threats. 

Continuous development on cyber security is vital for the protection of all functions of an organization, especially in finance and protection of vital information. Hackers, criminals, and terrorists are moving to cyberspace to steal money, classified information, intellectual property, and damage data ( Pătrașcu, 2019) . When an organization continues developing employees working in the department of IT, they deny hackers and criminals a chance of attacking the company in the future. Cyber security is an ongoing process that evolves with the identification of new threats. Through continuous education and attending seminars organized by expertise, the organization secure protect itself from future cyber threats.
