Stakeholders 

The main stakeholders in the situation are Bill, Ahmed, and the rest of the Arizona campus student population. Bill is the main actor and the main stakeholder as he is responsible for downloading pirated music, videos, and books from the university's library system. As another stakeholder, Ahmed is Bill's library friend and a student in the same university. While Ahmed was not involved in the piracy actions conducted by Bill, his awareness of these actions makes him a significant stakeholder. The last stakeholder is the rest of the university student population. This is because Bill's piracy actions involve the use of their computers, which affects their privacy. This is because Bill makes use of their computers without their permission. 

Ethical or Legal Issue 

Bill's actions are both an ethical and legal issue. His piracy of movies, music, and videos is an unethical choice made by Bill when he foregoes to make the ethical decision, which is to download content through the appropriate means (Tayani, 2016). Hence, his actions raise a moral conflict due to his actions being right or wrong. On the other hand, the piracy of content is a legal issue. This is because it involves copyright infringement, which is equal to the theft of content. Hence, the copyright piracy conducted by Bill is both morally wrong and illegal.

Whistleblower Risks 

Ahmed faces several risks if he becomes a whistleblower on Bill’s copyright infringement. One of these risks is retaliation by Bill, the individual who he reports (Liu, Liao & Wei, 2015). Another risk is the existence of legal consequences. Once Ahmed reports Bill, there is a possibility that he may be caught up in the punishment that comes with the crime. On the other hand, not reporting Bill may have legal implications for Ahmed. This is because of the money that Ahmed has received from Bill in regards to keeping his secret.
