Practitioners have always dismissed any training or concept of ethics as not relevant to their job. They often choose to follow the laws, employment descriptions and employees guidelines that define the public administrative responsibilities. Due to the demands on the legitimacy of the rules and the policy that the public administrators commonly implement, the views are losing ground. Also, the public administration is responsible for making decisions that affect people's lives directly and every so often in serious ways. As such, this responsibility has significantly increased the need for application of ethics in the civil service. Public administration is seen as a branch of the executive government, and it is considered as an element of power which consists of organizations, departments, and other governmental structures( Irswal, 2014). 

The general activities of public administrations include concerns of interest and the well-being of the public. The government officials are in control of superior administrative measures, government machinery and other regulatory mechanisms that are characterized by all governmental institutions. The administrators are directors that direct the daily life of the people, and they include the people who are members of the local society (Stillman, 2009). The local population and individuals who have access to authority must live together in the same area and society. The only variance among them is the public management officers having the authority to offer facilities for the benefit of the society. Based on the fact that the administrators have access to public monies and assets it is easy for them to betray the public trust. Ethical and decision conducts help in preserving the public trust and ensures the actual and proficient use of funds and other public resources. Ethics assist the government in protecting the rights of individuals and help the public who are the beneficiaries (Radhika, 2012).

Ethics is a dynamic element which allows the thriving of democracy in a country. The promises of freedom in a government are realized through ethical behaviors. The public administrators who are part of government have the obligation of equal treatment to everyone and provides quality service to the citizens. For efficient functioning and realization of democracy, the public officers and employees are required to be self-regulating, accountable and unbiased to the citizens. The resolutions and strategies of the government should be outlined in the proper structure of governance, and the people should have confidence in the uprightness of the government. When there happen ethical indignities and offenses, there will be a possibility of a threat to democracy and the law that governs the country. Bribery, fraud and other forms of abuses by the public administrators constitute unethical behaviors. Such unruly acts also represent taking power from people and enshrines it to the individual misrepresenting the notion of equality and participation of all in civic life.

Ethics holds a set of standards, opinions, and assessments which are characterized by the people in society. The standard of conducts are realistic in personal behavior through differentiating what is correct and incorrect, thus managing the behavior of individual and professional life. Public administration ethics are reinforced in the interest of society. The public officers operate in different areas and are subject to bigger public inspection and increased inspections. They are expected to reasonably manage public resources and assets, thus motivate public trust which creates an active setting for business to facilitate the proper functioning of markets and financial progress.

The public administration has values that are important for them to maintain the integrity and are interpreted to help in a wider range of organizational behavior. These values are also referred to as the public service ethics and are used as principles and standards that govern the conduct of federal employees. These ethical standards are mostly used to resolve conflicts between the public service sector to uphold responsibility and competence. The public administration's commitment to moral values is an essential element in the organization of public life. Successful implementation of ethical practices is crucial in upholding integrity.
