Various healthcare system issues require a vigorous assessment to process programs that promote effectiveness, efficiency, equity, and adaptability. Many research types have majored in healthcare issues such as sexually transmitted infection curriculum programs, long-term care facility programs for infection control, coordinating services programs, and technical programs. However, the healthcare system faces detrimental eruption and reoccurrence of infections and diseases that most prove almost impossible to contain and treat due to logistics about a cure, vaccines, and mass spread. The current Covid 19 pandemic is a critical healthcare issue that requires prompt initiation of a program to facilitate infection rate reduction and exposure to the public and the healthcare professionals and an increasing number of infected populations that are mainly old and those that suffer chronically. Like other proposals posed on the matter, healthcare personnel needs to foster and execute quality and best medical practices to promote patients' capabilities to manage their health and connect patients to primary health caregivers. It is also important to adopt a program that blends and integrates other issues within the healthcare system such as telemedicine.

Background and Dynamics 

Since its outbreak in Wuhan, China, Covid 19 has proved to be a resilient disease that mutates, creating an almost impossible path to treatment and vaccine discovery. According to the World Health Organization, the United States has reported the virus has claimed lives of the old, affecting mainly 16 million cases with almost 300,000 death made up of the aging population. Most of the age population lives in assisted living homes diagnosed with chronic illnesses or mental illnesses. Besides worrying about their illness, Covid 19 that accrues from spread outsiders also risk this population's health who still experience gaps and serious issues in these facilities. Another excellent point to consider is that Covid 19 did not hold to the infection of other diseases such as Malaria, Cancer, Sexually Transmitted Infection, and mental health issues. Studies show that Covid 19 pandemic has shifted the attention of these other diseases that are more severe and detrimental to a larger population. World Health Organization highlights the disruption Covid 19 has had on mental health services recording a 93% worldwide case on demand for mental health services (WHO, 2020). Although diseases like malaria have been brought to an almost elimination, the chances of reoccurrence in states like Florida also seem high due to the immigrants creating more prevention control. The reduced attention on STI and HIV patients also prompts the adoption of programs that will not tackle the current pandemic and help deal with the pre-existing illnesses and infections that have claim lives and affect a wide population. The evaluation of healthcare programs deems necessary and relevant during this pandemic as it should fully consider the issue in the healthcare system, healthcare workers, patients, and society.

Literature Review 

The telemedicine program meets healthcare consumers' needs by availing medication through a revolutionized delivery service (Alvandi, 2017). It provides and enhances quality healthcare by improving accessible and efficient patient care that does not make patients reliant on seeking medication by directly visiting healthcare facilities. Telemedicine is an effective program as it avails clinical support, offers quick and prompt patient- medical worker communication, and improves patients' outcome. This is because telemedicine ensures equal patient access to medical services regardless of geographical position, further encouraging patients' follow-ups by medical personnel. Telecommunication realizes patients' diagnoses, record dissemination, storage, and healthcare workers' education through the established telemedicine link implemented to address compliance standards, technical aspects, patients, and handle breakdowns in telecommunication.

The adoption and implementation of telemedicine in the current Covid 19 pandemic could demonstrate real progress in reducing and containment of the spread of the disease and reconstructing the healthcare system in general (Jacobson, 2020). With the containment measures put in places such as social distancing and restricted movement, telemedicine may come in handy to treat Covid 19 patients and other pre-existing diseases such as mental health issue that has been on the rise in the present times. Moreover, through the online-enabled communication, the link between medical care seekers and medical staff is improved, encouraging safe delivery of pregnant women through a video-enabled application, who cannot risk visiting healthcare and opt for delivery at home. Person to person contact is decreased as medical staff is the only variable allowed to move to treat urgent cases such as Covid 19 patients and other complications that require medical attention. The highlighted benefits of telemedicine present an efficient, equitable, adaptable, and effective healthcare program that works not only in time of crisis but also improve and guards the entire healthcare system against the emergence of a future pandemic. Telecommunication should be a global drive as it can end inequalities existing in the healthcare system and should be backed by financial support to cater to a low-income household.

Conclusion 

There is a need to implement a healthcare program that fully promotes the healthcare system without hurting other areas. Programs such as telemedicine aim to reduce Covid 19 reduction should also ensure that other health care issues such as inaccessibility to proper and timely treatment and patients with terminal illnesses and the disabled are also incorporated so that equity in the health system can be realized future pandemics properly handled without ignoring other issues.
