Introduction 

Federal policies relate to various Acts regulating education system within the United States. Its elements include the Secondary and the Elementary education Acts, the individuals with Disabilities Act, Adult Education Act, After School programs, Nutrition, technical Career Education and the Early Child Care and Education (Vinovskis, 2015). 

Effectiveness 

The State and Federal education policy play a critical role in establishing an equitable and adequate education system. The administration has maintained the equal provision of education to all citizens. The compliance with the state educational policies defines various actions taken by the school districts that eventually impact on the student's routine learning activities (Spring, 2017). It is vital for those formulating policies to evaluate and understand the outcomes of the educational systems in ensuring that there are significant results for the students. CEPA is instrumental in informing the policy decisions with nonpartisan and empirical research on how the federal and state policies influence educational standards, funding, educational access, standards, rights as well as other facets of education.

What Changes May Be Needed and Why 

The smaller percentage of the federal funding according to the state policies on education goes for the categorical programs while the two largest one serve the low class in addition to those with special needs, for instance, the handicapped. Various studies conducted shows that the majority of the American learners do not qualify for this or any other categorical learning. The process involved in the acquisition of the above services are also estimated to be long and requires a lot of capital in supporting the bureaucracy, and the regulations are molded and tweaked to fit local priorities thus limiting the educational access (Spring, 2017). Relating to the above challenges, I recommend the following changes; the adoption of an appropriate federal role, for instance, the government should adopt a policy subsidizing a more significant percentage of the U.S occupants. Secondly, the government should restrict on the growing support for the learners with disabilities as this is suspected of driving the cost beyond the normal levels.
