From the article, Newby identifies various strategies aiming towards restoring the NGOs operations after USAID had backed down on their support due to lack of mutual understanding with the Egypt government 2 . Among the critical issues includes the United States being firm based on their actions and decisions regarding USAID’s operations in Egypt. The authority assertion will enable the United States manage the pressure and dictate their term of relation with the Egypt government.

The United States government should also be impartial regarding grants contribution in the various countries benefiting from USAID. The aspect of neutrality ensures that the element of biasness is not witnessed in any step taken by the United States fostering equality. By adopting such initiative, also marginalized communities or groups will be considered leading to the encouragement of dialogue between these groups and communities 3 .

Lastly, the United States plans to utilize or apply a mixture of numerous strategies fostering development and democracy in both the long term and short term. The initiative, in this case, will only involve reform-minded personnel and officers based in Cairo.
