According to spark notes editors (2010), the United States congress has been granted five major functions by the constitution. These functions are, making laws, representing people, helping its constituents and providing education to the public. Over the last eight weeks, there has been a lot of activity in law-making that led to passing of bills into law. One of the bills passed is the” VALOR act”. This paper discusses the VALOR act and further explains how it is allowed by powers granted to the congress by the constitution.
The “VALOR act” was introduced to congress on 4 th October 2017 by Representative Ro Khanna of district 17, California State. The bill sought to amend title 38 of the United States code to provide the designation of state approving agencies for multi-state apprenticeship programs for purposes of educational assistance programs of the department of Veterans affairs, and for other purposes. It was read twice on 5 th of October then referred to the committee on Veteran affairs.

As provided for by the constitution, the committee of veteran’s affair referred it to the subcommittee on Economic opportunities who met twice on 11th and 25th of October 2017 before reporting back to the committee. The committee provided an order on the 2nd of November to report the bill to the house of representative after a mark-up session. The committee found it prudent to streamline approval of apprenticeship programs as provided for in the GI bill (Congress.gov, 2016). The streamlining mainly focuses on organizations with multi-state apprenticeship programs. However, the GI bill maintained its oversight on individual apprenticeship programs in each state. Thereafter, it was presented for printing to the Committee of the Whole House on the State of the Union and Reported on to the House of Representatives on 7th November 2017 (United States, 1900).
The process of the bill’s passage to law continued by, its placement on the union calendar number 294 then debate in the House of Representatives on 7 th November 2017. On 8 th November 2017 it was received in the senate later being passed on 16 th of November the same year and forwarded to the president the following day. The presided signed it into law on the 21 st of November 2017.
In conclusion, it is clear from the discussion that for congress to perform its duties, there are prescribed and allowable by the constitution. For instance, it is clear that the ”VALOR act” had to be Moved from the House of Representatives, then the committee on Veteran affairs, then the subcommittee on Economic opportunities. It then moved back to the committee on Veteran affairs then House of Representatives before ascending to the senate the president.
