I have experienced a situation where hate speech occurred. It happened that there was a heated political environment as elections approached. The region was dominated by a particular community. Among the candidates were other people from minority ethnic groups. One of the minority candidates was passing by our neighbourhood to beef up support for his candidature. I was not impressed when one of my neighbours humiliating him by referring to him as an outcast. The neighbour shouted that they could not vote for an outcast. The language was so intimidating; referring to a resident of an area as an outcast just because they come from other ethnic communities. The neighbour could have used a different language. It was clear that he had a different political opinion about his choice. He was supposed to refer to the minority candidate as an individual with a different political opinion rather than dismissing based on his ethnic community.
The two statements are consistent with one another; they correlate. There is never a permanent meaning but depends on the impression given by the person who communicates. As chapter 3 statement notes, there is no constant meaning to a phenomenon; depends on the way it is revealed. The receiver of the information constructs meaning and attaches values based on several factors such as language, emotions, level of educations, how the message is relieved, and the environment. Chapter 4 statement confirms that language is a determinant of how humans perceive meanings and attach values. An action can be described using different words of the same meaning but different impacts. The choice of words used to describe something has the power to shape the perception that the speaker intends to the listener. Therefore, the intensity of language depends on how the speaker intends the listener to perceive it. In the example I gave, the neighbour referred to the candidate from a different ethnic group as an outcast . The term outcast is powerful because it shows that somebody does not belong and is not wanted in an area.
