Public sector organizations need to procure multi-cloud services that have more choices and are flexible. The Digital Marketplace has sought the contribution of Digital Outcomes and Specialists 4 (DOS4), which is the latest UKCloud. The DOS4 is important for organizations across the Public Sector as it gives them the support needed for their digital journey. As such, the UKCloud provides organizations with the needed expert support for all their customer’s journeys in varied stages. The procurement channel has also been streamlined with the help of the DOS4 framework, which is a “Transformation Accelerator” solution that allows for projects to quickly kick off without having to go through the known tender process. UKCloud has an increased momentum aimed at meeting the needs of customers by giving more options to the procurement personnel that complies best with organizational policies. The question for government institutions is how data can be used in improving their design and delivery of services as pertains to making better decisions. Effective use of data can be reached by providing data to others with better domain expertise and also understanding customers’ journeys. The integrity of data is important when it comes to the making of decisions thus, consciousness needs to be applied. Skills can be built within government institutions by ensuring that experts have good approaches to market policies. Government participation has increased over the years as a result of the rise in online consultations. Right decisions are attained with the help of data and digital capabilities even as government institutions move towards “self-service of regulation” and “crowdsourcing of regulatory rules.” However, the bid dilemmas include the “top down bottom up,” open data, and the issue of skills. A new technique has made it possible for researchers to gauge whether in the past people were happier. This has been made possible through the analysis of sentiment found behind words used in millions of texts that have lasted over 200 years. In a research conducted by a well-recognized University, researchers managed to analyze over 8 million books and 65 million newspaper articles that were published between 1820 and 2009. For thousands of words, scores of happiness were assigned in different languages and a relative proportion was calculated giving the language’s positive and negative. In essence, national policies can be informed through the measure of happiness and well-being. Recently, data has been taken seriously by a number of authoritarian governments who acknowledge that foreign firms should be locked from accessing their sectors that are rich in data. In this century, for one to thrive, security, and domestic and foreign policy needs to be at the center. Marshaling of data is proven to be of benefit as seen during the U.S. elections where Russia interfered and this is a good example of using sensitive information of the political and social realm in attacking the opponent. The U.S. has had its information hacked into and this has breached the country’s vulnerability when it comes to government systems and actions need to be put in place to avoid the occurrence of such happenings in the future.’ The cloud infrastructure is being embraced by many including local and state government agencies as it culminates down to the saving of money, resource consolidation, moving faster and independent scale work consistent with management. These new technologies also help decision-makers and the challenges present when it comes to organization migration include compliance, security and data mobility. A hybrid cloud is successful when it allows for applications and components interoperability across boundaries. The IT environment of many companies looks at maximizing on their hybrid cloud environment. This is possible through the understanding of real costs options available for an organization. On a macro scale, data and workloads are being understood. Thirdly, customers are empowered with the placement of strategic data and the placing of artificial intelligence and learning machines to work.
