The purpose of the letter entails communicating the importance of the implementation of the school voucher law to improve public education. The policy focuses on the provision of federal and local funding to schools and to the students to enhance the quality of education provided in different learning institutions (Prothero, 2017). Considering that education is a vital aspect that helps in shaping the society, it is crucial to capitalize on the implementation of policies that would enhance the quality of education in a bid to promote the overall wellbeing in the community. The current policies implemented have created a vacuum regarding the funding of the students and schools, thus reducing the quality of education. Additionally, I believe that the implementation of the school voucher policy would increase competition in the development of schools, thus leading to improved quality of teaching. The reform is much needed in this region, considering that the majority of the public schools do not face competition, thus do not engage in improved quality of teaching.

Why the Policy Would be Effective 

The implementation of the school voucher policy would be sufficient, considering that it focuses on intervening and improving public education. According to Wolf, Kisida, Gutmann, Puma, Eissa, & Rizzo (2013), the school vouchers capitalizes on enhancing consumer sovereignty, thereby providing the parents with the ability to choose the schools that they would prefer for their children effectively. In that case, I believe that the implementation of the policy would ensure that the educational institutions focus on improving on keys aspects that help in the delivery of quality education in a bid to be recognized and to enrol a higher number of students. Another element that would make the policy to be useful is the fact that it enhances the economic development in schools. Considering that the schools receive vouchers from the government, there are savings on different costs associated with running the school systems. The economic empowerment within the schools would result in the motivation of teachers, which is an aspect that ultimately results in enhanced performances in education.

The school voucher policy increases the formation of private schools, which is an aspect that results in competition between the public and public schools in a bid to obtain the voucher funds. According to Figlio & Hart (2014), the increase in competition for voucher funds creates an avenue for improving the quality of education to create a competitive advantage. From a parent's perspective, the implementation of the policy would be useful as it will enhance the accessibility of good schools that offer quality education. From the standpoint of a teacher, the strategy would be helpful to as it creates a platform for improving the teaching skills in a bid to remain competitive within the profession. I believe that the policy will not only enhance public education but will also increase the number of students that graduate in different levels of education.

Challenges in the Implementation of the Policy 

The implementation of the policy may face different challenges, which may hinder the effectiveness of the policy. The first major challenge that would be encountered by the policymaker entails political resistance. Considering that school vouchers policy involves funding from the government, political affiliations tend to have a different opinion regarding the issue of school vouchers, thus resulting in resistance. Secondly, the policymakers may get a significant challenge in educating the public on the importance of the implementation of the policy. Majority of the stakeholders in education may not have adequate knowledge concerning the policy and the impact of the procedure in the overall quality of education. In that case, it would be necessary for the policymakers to engage in campaigns to ensure that proper information is delivered to the stakeholders in a bid to overcome the resistance.

Another challenge would involve the notion that the policy would reduce the level of enrollment in public schools and promote segregation (Bendix, 2017). They are considering that the implementation of the procedure results in increased competition between the public and private schools; policy may likely reduce the value of the public schools. According to Hobbs (2018), an increase in competition between the public and private schools reduces the enrolments in public schools, considering that most parents and students tend to prefer private schools. However, I believe that the challenges associated with the policy may be overcome, considering the positive impact of the policy, which relates to an enhanced quality of education.

How to Know that the Initiate is Effective 

Upon the effective implementation of the policy, it is essential to look out for indicators of the success of the strategy in a bid to promote a positive impact of the policy. The effectiveness of the procedure may be indicated by an increase in the number of students graduating in different levels of education. The increased number of students graduating may be attributed to an improved quality of learning where students can achieve higher scores in different tests provided. Another indicator that may be used to gauge the success of the policy entails an increase in competition between the public and the private schools, competing for the voucher funds. Lastly, obtaining feedback from the relevant stakeholders in education may help in defining the success and effectiveness of the policy.
