One of the most effective ways of ensuring that the proposal is supported by the board is by having a clear plan when presenting the idea. The plan should have compelling reasons for the board to support the new rule.
Presentation
I plan to begin my presentation by highlighting the challenges that football players are facing. I will do this by giving the current statistics of the number of football linemen who have heard concussions while playing. Also, I will emphasize the complications that these linemen get a concussion. For instance, concussions cause brain bleeding, paralysis, loss of eyesight, loss of key body functions, and in severe cases death (Lau et al., 2011). To drive this point home, I will invite one of the players who has ever suffered a concussion to give an account of what he went through. Since the National Federation of State High Associations (NFHS) is advised by the Center for Disease Control and Prevention (CDC) on health concerns such as concussions, I will take an initiative of inviting a CDC official. The official will weigh in on the prevalence of concussions and why there is an urgent need for having new rules.

Benefits
After that, I will point out the benefits of adopting the new rule of protecting linemen. For instance, some of the benefits include enhancing the safety of linemen and avoiding disruptions of the games (Makdissi & Davis, 2016). I also believe that promotion of safety of linemen will encourage the younger generation who would like to be linemen or sports officials to pursue their dreams.
Plan
If the board accepts my proposal, I would not recommend it to be used immediately. It is not advisable for a rule which has never been used to be introduced immediately in football matches as it can trigger confusions and disrupt the beauty of the game. Therefore, I will recommend that a pilot program to be established in different football matches so that the rule can be implemented and its effectiveness evaluated (Echemendia et al., 2017). Areas that need improvements will be identified, and necessary changes introduced. I must confess that it will be my joy to note that the number of concussions has reduced significantly just like I had initially projected.
