How to Manage People in Public Administrative Environments

In the contemporary world, there are various administrative challenges that any organization or department face. Such problems hinder the production of the organization or a specific department, and thus most people who realize such predicaments are the citizens, departments, and outside stakeholders who channel their complaints to their leaders in the organization. It is the responsibility of the organization to ensure that they address such issues for a proficient production and retaining of their clients. Some of the problems include inadequate leadership, unethical practices, insufficient customer and patient care, poor fire and emergency response time, and inability to implement change and resolve conflict within and amongst subordinates and staff (Baktir et al., 2019). They are evidenced among the Social Services, Fire and Emergency Management, and Human Services in the Department of Health Administrators. As such, being appointed as the Chief of Staff for local government by the City manager, I would implement different strategies to ensure that the menace comes to an end. 

Unprofessional leadership requires dismissing the current workers and replacing them with new personnel. If workers do not meet the necessary qualifications, it means that they cannot provide expert services to the people. Therefore, it is critical to ensure that people that have excellent skills in handling either client or managing the institution are replaced. Research conducted by Kovacevic, (2019) indicates that unprofessional leadership is a significant quandary that affects the production of any organization (Kovacevic, 2019). Leadership is the primary consideration of any organization or department. Poor leadership means poor production. As such, I would ensure that leaders are replaced for better production.

Unethical practices in an organization are against any policies established by that company or department. However, since the department of the health administrators has breached them, there are different approaches which can be implemented to address the issues. For instance, creating a code of ethics, establishing a protocol, and continuously reviewing the system would be the most critical undertaking that can enhance the efficiency of the workers (Kovacevic, 2019). Such stipulations are the rules and regulations that should be adhered to by any member to ensure that the production of the organization and the relationship between the staff and the customers are implemented. 

Insufficient customer customers require improvement of services and goods offered at the Department of Health administrators. Therefore, I would ensure that all the departments have all the needed resources critical for the clients and they utilize them the best way possible. Also, customer relations are a vital undertaking in any organization (Kovacevic, 2019). In all the departments, they should ensure that they have the best communication skills and strategies to handle clients. In such a situation the number of customers would increase enhancing the development of the health sector in the local government. 

Patient care is another critical undertaking in any health sector. It requires a lot of expertise for the patients to get the necessary services from their doctors and healthcare professionals. Therefore, recruiting trained personnel, having all the needed equipment, using proper instruments and using appropriate medication are some of the strategies; I would press the local government to implement at the hospital to ensure that clients get the best services. Every person requires quality services to form any institution. 

Poor fire and emergency response time is also a predicament that I realized the Department of Health administrators at the local government face. I proposed that the Department of Fire and Emergency Management should ensure that there are rules and regulations implemented to ensure that they respond to any emergency as soon as possible, failure to which there should be the punishment to the concerned or responsible people (Baktir et al., 2019). Also, the local government should ensure that the Fire and Emergency Management have all the requisite equipment to address such an issue in case it happens. 

Conflict within and amongst subordinates and staff is also a prevalent issue that I realized happened in the health administration. The best way to resolve disputes is by ensuring that the seniors understand the nature of the conflict, encourage workers to solve them on their own, listen to the conflicting people and agree together, identify the real issues together, consult the workers handbook and finding a solution is the best way to ensure that conflicts are resolved (Radwan, 2019). 

As a Chief of Staff for my local government, there are different devices and issues that I would inform The City Manager to change to ensure there is a collaborative operation between the school board and various governments to meet the federal mandates and support the academic leadership of the school. For instance, the school board should be advised to understand that when there is collaboration between the government and the schools, there are different benefits that the school gets (Radwan, 2019). All factors that are positive and aimed at the development of the school should be considered critical and implemented for the advantage of learners, school and the whole society. 

New policy issues that will impact the leadership of the Department of Redevelopment and Housing, the State Department of Education, and the State Department of Housing and Urban Development are all critical for a for the school’s development. For instance, if there is a collaboration between the government and the Department of Redevelopment and Housing, the State Department of Education can ensure that most of the structures in the school are renovated or there are new structures that are put in place for the advantage of the school. Therefore, the school board should come into a collaborative state and agree to work together with various governments. 

The State of Housing and Urban Development are also critical, and I would advise the City Manager to ensure that there is a proficient agreement between them and the school board since most of the national projects are directed to institutions and it would be an advantage to the school. For instance, the State of Housing can consider reconstructing any building in the institution or advising on the best strategy to be implemented to ensure that the institution looks better than it is. Also, the State Development of Education is also paramount since and the school board should provide that they pool resources that are important for the development of the school such as a provision of teaching staff and reading materials. 

Support for the academic leadership of secondary school principals by providing specific student data from the Department of Juvenile Relations, in an attempt to improve student retention and performance toward increasing graduation rates is also a critical practice that should be observed to ensure that the performance of the learners is improved. The school board should be advised to ensure that the learner’s data from the Department of Juvenile Relations is provided. The strategy can be used to establish the weaknesses and strengths of learners in an attempt to ensure that they get excellent grades. It is always significant to involve different parties when someone wants to make the performance of the student better and create a competitive advantage with other institutions. In essence, the involvement of the local government in the school undertakings is essential since there are collaborative 

Policies and practices are critical in enhancing the progress and advancement of any organization. Therefore, I would recommend changing of the whole leadership of the institution in such a way that new staff should be enrolled to ensure there is able leadership in the institution who understands the collaboration between the local government and the institutions like school and health center. As such, there would be people who understand all the requirements of an institution and the need to accommodate changes (Baktir et al., 2019). Also, such staff can have the skills to handle unprofessional leadership and unethical practices since they would know the predicaments they can cause in an institution. 

A situational theory is the best hypothesis that would address the issue of leadership styles discussed above. The theory states that managers choose the best approach based on situational variables. Different methods of leadership may be more suitable for particular choices (Sousa & Rocha, 2019). Therefore, the situational theory is the one I would implement to handle the situation since there are different changes experienced in the institutions and they need to be performed. For instance, a collaboration between the local government and the school or healthcare are issues that may arise when there is a need to make the institutions a better place through financial and any other resourceful support. Therefore, the institutions should be ready to adjust to such changes. 

Bureaucratic leadership is the best type of public leader style that would be most beneficial for the School Board in addressing the issues presented. It is a type of management where leaders ensure that their people adhere to the strategies required by the institution precisely. It would be the best type of leadership since workers deal with learners and they should inhibit flexibility, creativity, and innovation to ensure there are excellent performances in a school (Laureani & Antony, 2019). When such happens, employees are always ready to adjust to any changes required in their places of work. 

Leadership from the Department of Public Health, the School Board, and the various other government departments impact the direction of the City Manager and his or her ability to carry out government operations in different ways. For instance, they require the best results from such institutions and such practice needs a dedicated leader. In most cases, a person does not have any excuse to fail (Laureani & Antony, 2019). There is always a lot of pressure from such leaders, and they expect from the person they have given the responsibility to operate on their behalf. In some situations, the workers may be unable to perform, and all the issues may be directed to the City Manager. 

Leadership from the Department of Public Health, the School Board, may also affect the City Manager in the way he or she operates since they may want their ideas of management to be implemented. Some of the strategies may not be proficient to enhance the progress of the organizations. People are born with different leadership skills. For instance, grand man theories state that leaders are born with the necessary leadership skills such as confidence, social skills. Therefore, they become the best natural-born managers (Sousa & Rocha, 2019). Maybe, a City Manager may have all the skills but Leadership from the Department of Public Health, the School Board may mislead him or her to lead differently. Such a situation may make it hard to operate the Department of Public Health and the school. 

There are different strategies I would implement to lead the local government unit moving forward and for instance, ensuring that there is scrutiny of various departments to monitor their adeptness and how they operate. From experience, there are many people employed in the local government who do not have the required expertise to manage. Therefore, it would be my responsibility to ensure that skilled people work in the local government since it is the best place to ensure that all other organizations within the local government work well. When there are proficient workers, it also becomes easy to manage the operations of the local government since most of them operate within their area of specialization. 

Additionally, I would ensure that all the managers in the local government are commanding enough to ensure that their junior workers perform to their level best. Managers should ensure that all the work is supervised to ensure that it is done according to the required standards. Such a strategy needs the performance of appraisal to the workers and the managers so that they can feel motivated to perform their duties (Laureani & Antony, 2019). Performance of examination entails job promotion and increasing their salaries based on their performance. As such, most of the workers would struggle to ensure that there is either promoted or their pay is increased and the result would be excellent work. The progress based on the performance of the workers would motivate others to do the same in case one is offered a job. 

In general, leadership requires a lot of commitment is any sector. Many people are employed, but they do not have the passion and the skills to work. Therefore, they need leaders who are commanding enough to ensure that they follow all the rules and regulations of an organization. Also, leaders should be skilled enough to guide their juniors in the right way. When a leader does not have the required skills, he or she may end up making an organization perform worse than before. In essence, leaders and workers should all understand the work ethics that enhance the progress in any setting. When such happens, the development of any institution is inevitable.
