In creating an organizations structure, it is important to have a flexible and a modern Human resource department. A modern HR has three principal categories which include the front and back offices, and a center of excellence. The front office is the one for organizations personnel, establishing rapport with groups and clients. The back office deals with administration, payroll, welfare, and amenities. The center of excellence looks after functions of recruitment, training, and development together with industrial relations. The HR department plays a major role in assisting the executive of the main duties.

In organizing a Human Resource department, a strategy that will be used will have to make sure that the organization remains competitive in the market. This implies lower costs, lower wages and minimal training to assist in cutting off the budget. In organizing an HR department for a differentiated company, I will take into consideration the quality of customer service, quality products. Wages may be a little higher and training may be more advanced. HR services and practices may also be outsourced out of the firm. You see many recruitment firms and staffing agencies. They are the ones the company would go to externally to bring employees into the organization.

In setting up an organizations HR department, I will position it right below the Chief Executive of an organization and have the HR manager to supervise the works conducted by the recruitment manager, the training manager, the welfare officer, the industrial relations manager and the compensation manager according to the principal categories of front offices, back offices and center of excellence. The department will be located within the firm and no outsourcing will be done in order to cut down the budgetary costs of hiring external HR and also to ensure that the quality of services being rendered are at par. The respective managers will have assistants who will help out in carrying out the services of the managers such as maintaining the staff organization and staff relationship together with the line relationship within the organization.
