It is important to prevent student bullying, harassment, and intimidation in the district, firstly, to give every student an opportunity to get quality education without fear. It is the first step of enhancing safety in schools. Safety should not just be thought of as external aggression. Rather, the harmonious interaction among students is important for a peaceful environment in schools. The bullies usually cause physical and psychological harm on their victims. Several cases have been reported of students inflicting serious injuries on their peers, with some even ending in death of the victims. Secondly, some students may suffer from depression as a consequence of being bullied, harassed or intimidated. All schools in the district should not become places where some students fear going to. Lastly, it is vital to prevent bullying for the good of the society. Some of the bullies may become social deviants and could likely commit more serious crimes if their conduct is left unabated. For instance, the bullies could think they have a lot of power, hence may gang up and engage in harmful activities such as selling drugs, shoplifting, or even robbery. Therefore, it is paramount to arbitrate them early enough before they commit worse crimes. 

The plan would include many stakeholders for efficiency and effectiveness. Some of the stakeholders would include: teachers, parents, and counsellors. Firstly, teachers are important because most of the bullying happens in schools. On the same note, teachers may know the bullies. Students spend more time in schools than they do at home. Therefore, it is important for teachers to guide students so that they do not become bullies. Teachers also need to have tips of identifying victims of harassment or intimidation, as well as know how to guarantee their safety. Secondly, parents are important in shaping the conduct of their children. The community needs to take an active role in guiding the conduct of children as opposed to leaving the burden on teachers alone. Parents should establish whether their children are victims of bullying and take the necessary action, which includes reporting to the school administrators, or the police. Similarly, if they discover that their children are bullies, they need to stop them. School counsellors are important because they are professionals and have knowledge in guiding students to adopt positive behavior. They are of immense value to both bullies and victims.

The first type of data needed for the plan is primary or raw data. This data needs to be collected from both students, teachers and administrators. It can be in the form of questionnaires or interviews. For this kind of data, not all schools will be visited. Rather, only a sample will be picked randomly and the findings will be used to create solutions for all the schools in the district. The second type of data needs to be derived from secondary sources such as media reports, books, magazines, and journals. This data will not just be limited to sources from the district; sources from other parts of the country will also be studied. 

For the primary data, it will be used to establish the real situation in the district. This type of data is important in assessing the prevalence of bullying in the district as well as the consequences. Consequently, the results are used to create solutions, which are specific to the schools in the district. The secondary data is important in analyzing the overall implications of bullying, harassment, and intimidation. Some of the authors provide great insights on preventing bullying. The secondary sources from other parts of the country may provide some of the fatal cases of bullying. Such information is important in preventing similar episodes from happening in the district.
