The Emergency Operations Plan is an important tool that provides the structure as well as the processes that are utilized by organizations when responding and recovering from an event. Thus, the emergency operations plan the response and recovery component of the emergency management plan. The Town of Enfield’s Emergency Operations Plan is similar to the National Response Framework and it starts by outlining the roles of different major stakeholders. The town Manager plays a leading role as he/she makes special assignments that only ends immediately upon termination of the emergency situation (Town of Enfield, 2018). There are several important aspects outlined in the purpose, scope, situation, and assumptions detailed in Town of Enfield ’s emergency operations plan. Nevertheless, the purpose of the document is to help the Town of Enfield to take a proactive role in the mitigation, response, and recovery from disasters (Town of Enfield, 2018). One of the key assumptions is that the management of incidents is typically done at the lowest possible organizational, geographic, and jurisdictional level (Town of Enfield, 2018). Therefore, this key assumption will aid in the establishment of small but well-coordinated emergency response teams within a specific manageable jurisdiction in the event of a sudden adverse occurrence. The plan presents a risk analysis which indicates that Enfield is vulnerable to different natural disasters, including blizzards, earthquakes, tornadoes, hurricanes, severe wind and ice storms, forest fires, flooding (Town of Enfield, 2018). However, this project plan focuses on the preparedness against severe winds and ice storms, which are common in Connecticut. Thus, the availability of an effective emergency operations is crucial in the minimization of losses in case of a terrorist attack.
