Purpose of Research
In this study, the research problem is stated clearly. The problem posed in this study can generate research questions for the study. The problem that is being invested has both a conceptual and theoretical framework for the analysis. The research problem is related to economic growth and development, and it is based on the research literature. Numerous studies have been conducted in this field. More importantly, the research problem has particular importance. Once solved the struggle of decreasing revenues, low employment rates, capital flights, episodes of abject poverty as well as gang violence could be curbed both in Lubbock and its neighboring countries.
Literature Review
The literature review is arranged logically and presents the studies which have been done in this area of study. Literature review offers an important comparison between the studies that have been conducted in this field and points out the gaps that the researchers have left and areas that require further study to establish that no research has been done to examine the economic development policy in Lubbock (Riposa & Andranovich, 1991). The only challenge with this literature review is that most of the studies that have been considered are not recent. Similarly, this research which was the year 2004, the researchers that could have been used in the literature could not have been beyond five years in the past. However, the literature review involves studies that were conducted as far as the 1980s. The literature review is empirical. It presents studies that are based on the measured and observed phenomenon and also derives knowledge, not from belief or theory but rather an experience.

Objective/ hypotheses
The main objective of this research is to supervise the implementation of local development policy in one of the cities in the South Plains while paying close attention to political and administrative dynamics which may induce challenges for cities in the process of launching economic development programs (Riposa & Andranovich, 1991). However, the objective is not stated in a hypothesis form or question. Another issue with this research is that it has not presented any research questions or hypotheses which are essential for a good research methodology. The research objective of this article is uniform with the discussions in the literature review. Throughout the literature review, no research has been presented which is not related to the objective of this research.
Ethical Standards used in this Research
Those who were involved in this study were informed fully about the research since it centers on administrative, political and organization. None of the participants were paid but rather the study voluntarily and anonymously. All participants responded during the research and none declined to participate. Participants were expected to give their consent as a qualification for participation via signed papers. Their signatures mean t that the participants were aware of the whole process and understood its significance, particularly to their city.
Operational Definitions
For a research paper to be termed as good and successful, all theories, concepts and major terms used by the researcher must be defined. In this study concept like economic development has not been defined.
Methodology
In this study, a research design has been identified. All instruments and procedure utilized in data collection are identified. The research is structured with steps that were specified in a particular sequence Through this specific methodology the researchers was able to avoid guessing and arriving at assumptions. The research methodology gives the place where the study was conducted. The paper also presents the type of instruments that were used to collect data (Riposa & Andranovich, 1991). This study heavily relied on interviews since the participants were known. PASS and interviews were mainly conducted in the city council where the BCD board members have to be dismissed.
These tools are all significant given that they were developed per researchers for studies related to economic development. They are also appropriate since they contain all the variables that the study intends to research. However, the research does not give the method that was used to develop this research tools. The results of the study are discussed clearly. Reliability and validity were tested because results were compared to the findings of previous studies in this field. For example, the PASS mean was compared the developers of PASS mean and was found to be higher than the PASS developer’s mean. Those who responded to the interviews revealed that creation of job in Lubbock was the first step towards achieving economic development. Unfortunately, there was no pilot study conducted before the comprehensive research.
Data Analysis
The SPAG interview results were analyzed to find the reasons why Lubbock was lagging behind economically. The standard deviations and means of the measures of statistics anxiety were also presented. The study does not give exactly which statistical package or software that was used for analyzing the data (Riposa & Andranovich, 1991). However, since the participants were selected from a wide scope, the participants represent the total population fairly without bias. The findings significance is not given.
Discussion
The findings are linked to the aim of the study. The selected economic development activities were based on BCD, SPAG, city and the Texas Employment Commission. One of the interviewee of this study revealed that one challenges faced was a breakdown of communication between the entities who should assist in improving the lives of people’s lives (Riposa & Andranovich, 1991). Most organizations in Lubbock were using the economic development period to fund other activities that do not promote the wellbeing of the people. Sentiments from SPAG and the city showed a lack of priorities and commitment.

The research topic, research methodology, findings, conclusions, and references are well presented. The areas that could be improved on are definitions, hypothesis section, and the data analysis software should also be given.
