Strategic communication (SC) as an IO capability that deals with convincing others to think and act in ways that aligns with personal goals and values. It occurs throughout the full ranges of military operations (JP 3-13, 2012). The information environment includes three interrelated dimensions, which facilitate continuous interactions with individuals, organizations, and systems. SC must interact with the three dimensions including physical, cognitive and informational (JP 3-13, 2012). Physical communication refers to interactions that sergeant majors use to create desired effects within their unit (JP 3-13, 2012).The joint force can utilize SC for the physical platforms and communications networks. For example, using the Internet or high power radios can deliver a message to multiple and diverse audiences.SC mainly utilizes the cognitive dimension, where a sergeant major uses the effect of their message to achieve a desirable outcome from the joint force (JP 3-13, 2012). SC in the informational dimension ensures that a viable communication flow is established between the sergeant major, first sergeants, and other non-commissioned officers.
The military information support operations (MISO) as an IO capability which refers to planned operations to relay selected information to foreign entities in an attempt to influence their emotions, objective reasoning and motives (JP 3-13, 2012). The joint force can use MISO to affect the cognitive dimension and influence a wide variety of operations including stability operations, security cooperation, and maritime interdiction (JP 3-13, 2012). MISO prioritizes on the cognitive dimension for influencing the information environment of the target audience. For example in the Persian Gulf War, USMC and the air force used millions of PYSOP to relay information on avoiding military personnel areas to avoid bomb detonations (Reading D, n.d.). From an informational dimension, MISO can be used to convey the intentions of the commander to other officers. Subordinate officers rely on the major for quality information. Deteriorating channels and quality of information is the ultimate cause of indiscipline within a unit. The physical dimension in MISO assists joint forces in establishing a supporting infrastructure with foreign individuals and organizations to derive desired effects.
