Introduction 

Interoperable in communication systems is a paramount thing as it leads to more accessible communication between individuals working within the same department. Disasters are known to cause much pain and confusion when they occur. Fastened communications ensure that the confusion and issues that arise after disaster strikes are mitigated and controlled. First responders have always had a problem communicating with one another as there was no interoperable communication technology. Evidence shows that no matter how much prepared first responders maybe, if they cannot communicate efficiently with one another, then their response efforts will always be hindered to some point.   

Currently available Interoperable Communications technology 

Interoperable communications are a subjective term to many. However, many agree that the term can be used to describe the ability of the federal, state, and local officials to communicate with each other, share and send data when the need arises (FEMA, 2016). Interoperable communications help in linking the critical components in an emergency. An available, interoperable communication technology that can be used in this scenario is the commercial wireless services (GAO, 2018). Commercial wireless services are used for data transmission and may also be used for voice communications. First responders use designated radio frequencies that are known as interoperable channels to help communicate among different jurisdictions (GAO, 2018). This technology can be applied to optimize communications for the JPS Train Derailment Scenario.

Application of technology to optimize communications 

First responders are known to use commercial wireless services as a means of communication sharing in times of disaster. For the JPB Train Derailment scenario, commercial wireless services that make use of designated radio frequencies can be used to facilitate verbal communication between the first responders (GAO, 2018). The first responders include the HAZMAT group, security zone group, Hiatusport firefighting group, wildlife recovery group, and the logistics section group, who will all have a similar frequency through which information on the derailment will be aired. They can communicate and share this information to ensure that their efforts are not hindered and that they can help in locating the eleven Stauffer Chemicals employees unaccounted for (FEMA, 2016). The commercial wireless services may also be used to facilitate data transmissions among the first responders to facilitate public safety.  

Application of the technology to facilitate collaboration 

The commercial wireless services and designated radio frequencies can be used to facilitate collaboration with the various stakeholders impacted by the JPB Train Derailment Scenario. These individuals work under different agencies that have different commands and procedures to be followed. This can hinder the swift response that will help be needed to salvage the situation (FEMA, 2016). However, having a common communication channel will ensure that the other first responders hear commands made via one agency. They can also communicate with each other via the radio frequency and collaborate on the way forward regarding how best to find the missing employees and how to salvage the situation to ensure public safety (GAO, 2018). They can also collaborate on how best to address the issue of media interest in the case to ensure that whoever addresses the media has all the facts and can help contain the issue. 

Conclusion 

The JPB Train Derailment scenario is a disaster that can be well managed using interoperable communications. Evidence shows that no matter how much prepared first responders maybe, if they cannot communicate efficiently with one another, then their response efforts will always be hindered to some point. First responders use commercial wireless services and designated radio frequencies as interoperable communication technology. Interoperable communications help in facilitating communication and collaboration among the first responders and the agencies that they work for to ensure the train derailment scenario controlled major repercussions of the disaster are mitigated.
