META consent decree is a framework in the issuance of educational instruction in a way that complies with the applicable sections of both federal and state laws in the state of Florida. It was established following a court process in which lobby groups sought for the equality of access to education among the children. Whereas the META Consent decree did not introduce a new set of rights, it created a fair ground that balances some insufficient instructions and attention available for English Language Learners. In addition to demanding that instructional leaders should give equal access to learning programs, it also provides the foundation for the acceptable standard of understandable instructions that English Language Learners should have ( Lee County School Board, 2009) . 

The META Consent decree identified six standards that are required in ensuring that all learners are exposed to equal access to proper instructions from suitably qualified teachers. These instructions are subjected to continuous assessment practices to ascertain effectiveness in learning. The table below summarizes the spirit and letter of this decree by highlighting the associated standards and procedures, diagnostic tools required for determining the learning needs, and suitable instructional strategies that can promote performance among the students.

Identification and assessment of ELL students through proper assessment methodology so that they may be put into suitable program to guide its development. 

Equal access to appropriate programming 

Equal access to appropriate categorical and other programs for ELL students such as elimination of denial to progress to the next level because of limited proficiency in the English language. 

Personnel delivering learning instructions among the ELL students should be highly qualified and have attained the status of ESOL endorsement 

Florida department of Education is required to establish procedures for determining the degree at which the schools in the district are satisfying the requirements of the decree and a mechanism of evaluating the achievement of students as a result of enforcing the agreement. 

The should be established a set of standards that one should master within a predetermined period and some outcome for anyone declared competent in English language 

Alphabet letters (Differences if vowels and consonants) 

Puzzles such as cross words and scrabble to promote vocabulary 

Comprehension of text ( Watkins & Lindahl, 2010). 

Concepts of print and word processing 

Phonemes that will help in distinguishing closely spelled words 

Reading and overall oral language 

Listening and recall 

Writing 

Phonological knowledge 

Speaking and listening to the learners ( Folse, 2009) 

Appropriate language and vocabulary for academic set-up. Constant use of such terminologies that promote creation of academic mood among the learners ( Haynes, 2010) 

Identification of similarities and differences 

Note taking and summarizing to help the learners putdown their experiences or understanding of events. This provides an opportunity for doing practice in the learnt principles 

Reinforcing effort and providing recognition 

Assignments, homework and practice 

Cooperative learning where learners are put into groups where they get a chance to learn from one another 

Setting targets and reverting with feedback 

Generating and testing hypotheses 

Cues, contest, questions, and advance organizers 

Structured and examinable forms of arguments such as debates 

Leveraging on the contemporary events which the leaners can easily relate to. This help in promoting the relevance in the topic of discussion ( Amaral, Garrison, & Klentschy, 2002).
