Defense Intelligence Agency would be the third agency that complements the different intelligence undertakings by the Coast Guard and the  Federal Bureau of Investigation. The  Defense Intelligence Agency  fills in the intelligence holes of the Coast Guard because its scope is beyond that of the USA Coast Guard, which mainly deals with maritime security ( Collins, 2004) . Moreover, since the USA coast guards mostly guard security threats in USA waterways, the  Defense Intelligence Agency  primarily deals with foreign military intelligence; hence, it takes care of international security concerns that are not addressed by the Coast Guard. The agency chosen is complementary to the FBI because their tenets, especially those related to the production of intelligence that aids in the strengthening of national security, significantly overlap. Moreover,  Defense Intelligence Agency fills intelligence gaps by the FBI in terms of collaboration with the Department of Defense, a gap that is not filled by the FBI because the FBI collaboration undertakings are mainly to do with the department of Justice( Office of the Director of National Intelligence (2020).

The Department of Homeland Security would be the best intelligence Agency that complements the CIA and DIA. The CIA and Homeland Security are complementary because their objectives directly overlap ( Wise, 2002). The two agencies collect critical information that helps develop strategies and infrastructure that help strengthen the USA security against internal and external security threats. The Homeland Security fills security gaps that are not taken care by the CIA through the immediate response to security threats, for example, terrorism threats. This is a gap by the CIA because, rather than immediate response, the CIA transmits intelligence information to top government officials first (Central Intelligence Agency, 2009). In comparison to the DIA, the Department of Homeland Security complements it by ensuring security to the general public. Besides the above, they are complementary in that the intelligence information collected by the CIA helps in strategizing around national security, an aspect that is a goal of the Homeland Security Department.
