North Carolina municipality is composed of the towns, cities and even villages. The state’s general assembly grants a charter that authorizes the establishment of a municipal corporation with clear powers and responsibilities. North Carolina has 552 municipalities, which offer services to the residents (Merrens, 2018) . The state legislature creates the statutes that provides guideless for the operations of the municipalities. There major role in the state is providing the residents with essential services such as water, transportation, and recreation among others. The municipal charter declares the number of board members and they form of elections to be used. Notably, the board of commissioners are the governing body of municipalities. They have two types of government, which are the mayor council and the variation. Currently, the municipality has a mayor-council form of government. Both the mayor and the council work together when making decisions on services and revenues. Besides, they use a similar process when it comes to recruiting new personnel. 

My home is located in an urban municipal, Durham, with a high population. As such, there is continuous expansion of water and sewage systems. The municipality is governed in a centralized manner. Ever major operations are controlled from the head municipal office. They only have personnel who attend to residents in various places in case of any problem in services. The municipal is financed by the state government and also through collected revenue. The municipal board creates an annual budget that outlines the services they will give the people. Accordingly, they set a tax rate that will be implemented over a certain period. The major source of revenue for the municipal is the property tax and sales tax (Smith & Afonso, 2016) . Usually there is a state agency whose role is to oversight the municipal finances. The fees they get from services such as water and sewage is used to manage the infrastructure and other systems.

The priorities of the municipality is towards ensuring the increasing population gets the services they are paying taxes for. As a result, they are building new schools, expanding public transport and even constantly maintaining the public amenities. With the rise in urban population, the objective of the current board member is reducing congestions. The public means of transport has increased drastically over the last two years to accommodate more people. In regard to the local district schools, the municipality has made many changes. They are busy organizing the schools in terms of structures such as transportation. For instance, they have improved the roads and streets light leading to district schools. Apart from that, the municipal is building new libraries and expanding the existing ones in various schools. With annual increase of students, expanding facilities in institutions of learning has become a priority. This is meant to provide quality education for all students within the municipal. 

However, even though funding has been a problem over the years, their current budget is expected to meet their annual goals. Besides, the state government is offering enough support for the municipal operations. For instance, they even have emergency funds allocated in case of any disaster. The population of the municipality has been growing drastically over the years. Since 2010, Durham’s population has grown by 21%, which is among the highest in North Carolina. The major problem is healthcare due to its capital intensive nature. Even though they receive support from state government, it is not enough.
