The main problem that ought to be solved in this scenario is the existing tensions between the Fictionland Police Department and the minority community. When the police department was established, the Fictionland community was dominantly white. Nonetheless, the community has grown in population and is now characterized by ethnic diversity. However, the police department is still dominated by white people, hence the bad blood between the police and the minority community- the police department only has two minority police officers out of 60 full-time officers. This is despite the fact that minority communities make close to half of the entire population. The minority communities have constantly complained of being at the receiving end of police brutality and being victims of racial profiling from the police. Despite several complaint cases filed by the members of the minority communities on police brutality, the Internal Affairs (IA) has never found any wrongdoing with the white police who terrorize people of the minority groups. In addition to creating tensions between the police and minority communities, this problem breeds increased racial profiling. There is a great possibility that members of the minority community in the Fictionland community may find themselves hating on whites because they receive favor from the police department when their counterparts suffer in the police's hands. This can significantly translate to racism in other institutions such as schools and hospital facilities, among others. Therefore, there is a need to solve this existing tension to save the community from racism. There is a need for the town's leadership to design a response policy that will solve the tension between the police and the minority groups for good.

Possible Causes of the problem 

The problem of racial profiling by white police on minority communities is a problem that extends over the United States, the UK, and major parts of Europe. Fictionland is not an exception for police brutality that only targets Blacks and other members of the minority community. The origin of police discrimination lies with the history of racial discrimination in the United States (Glaser, 2015). Moreover, police racial profiling has not come to an end or shown any signs of declining because racism is still a menace. One possible reason why Fictionland is possibly suffering from this problem of police brutality on members of the minority communities is preinstalled stereotypes. Such stereotypes were planted several years ago and perceived black people as criminal people. For a long time in United States history, the police pick on Blacks because they look criminal. History has tainted members of the minority community as criminals, so the police still pick on them for being criminals.

Another possible reason why police brutality on minority groups and racial profiling among police officers is the lack of action taken to the guilty police. Despite the fact that several complaints have been filled on police brutality, Internal Affairs always find the police with no wrongdoing. Despite instances where victims offer compelling evidence, the police get away with racial profiling and discrimination against members of the minority community. This increases this problem and even increases the tension between the police and the targeted ethnic group. This problem persists because such crimes by police go unpunished by the department of justice.

Economic differences and lack of numbers in leadership positions are yet the other reason police brutality targeting minority groups continues. Members of minority groups earn less income and are majorly living in poverty. The police take advantage of their poverty and low amount of income. Additionally, the lack of people to effectively represent the members of the minority in the leadership positions becomes difficult for the members to have their pleas heard during their stay.

Solving the problem 

There is a great need to solve the problem of racial profiling. Finding a solution to racial profiling would legislate a law that prohibits racial profiling and criminalizes it. This kind of law would offer an outline on how to gather evidence in racial discrimination by police and define the right punishment to offer police officers who are found guilty (Rutland, 2020). This law must set up a complex way to ensure that every available data is provided, including using a forensic investigation device to bring justice for the targeted person. This course of action can be supported overwhelmingly by the community members who view such legislation as a way to finally solve their problems. Moreover, such legislation shall ensure that no police ever discriminate against them.

Additionally, racial profiling can be stopped by teaching young kids about their races and negative elements. This will ensure that the future generation grows without the negative perceptions that other people hold for minority groups (Giwa et al., 2020). Notably, this would offer an everlasting solution in the long run. Solving this menace can also be made possible by encouraging police to embrace community policing. This policing method enables the police to acquire credible information on suspects without having to judge them by looking at their skin complexion. The members of the minority groups would not much welcome this course of the plan because it is slow and only focuses on solving the problem for the future and not now.

Apart from the victims of police brutality, this problem greatly affects other stakeholders who include the government (in this case, the AI).
