Statement of issue: Increased waste disposal and difficulties in garbage collection has become a critical issue in the last fear years. Particularly, it has been instigated due to Lack of adequate workers and deprived workforce who do not deliver and give their best shot. The city is the backbone for all the businesses and economic activities that sustain the daily needs of residents; therefore, creating a conducive environment would be an assurance of economic triumph and prosperity. It is with a lot of concern that there is the need to instigate and induce adjustments in the way of doing things, this way, the objective and goal of every single resident shall uphold importance.

Policy option and recommendations: To meet the goal and objective of the city, a clean environment is required. Therefore, privatizing waste management is the only applicable approach that needs to be embraced. When privatization shall be enacted all the activities that are tied to garbage collection shall be switched to the private sector. That simply means, every individual will be obliged to handle and manage their waste. Therefore, a private entity shall be chosen to deliver the services of garbage collection that was in prior being carried out by the local government. Importantly, The city shall outsource the service of reserved entities.

Just like all other things, privatization as well comes with the pros and cons of which it is a normal phenomenon in every aspect of life. However, the pros surpass the cons and this suggests that privatization is the appropriate technique to enact.

Pros and Cons 

Privatizing solid waste management comes with a number of advantages which include decrease and lowering of taxes. The reduction in taxes comes as a result of the reduction in administrative operations as well as lower costs. This saves residents by dismissing the burden of paying taxes.

When the technique is applied, then there will be increased efficacy. A good example for this case can be derived from the North of Boston. An incinerator which is privately owned manipulates garbage and waste into energy that serves about 20 towns. This constitutes a populace of more than 500, 000 residents. As a result of this, the fee used of garbage collection per ton reduced from $100 to $22 in the county. Furthermore, improvement on effectiveness and dismissal of political interference shall be felt. State employees tend to take favor in recompense of a given return. Also, they have the problem of laxity as well as lack of concern. Contrary to this case, private entities with satisfactory and sufficient administrations eradicate the possibility that staffs will intrude in the delivery of services. This provides an assurance of efficiency and exceptional work.

On the other hand, privatization has been linked to several negative impacts. Antagonistic bodies have claimed that the technique is simply a scheme to direct the tax into other channels to build long-standing revenue streams and profits for agencies. Privatization has been associated with high costs for citizens. Privatization in most cases leads to an increase in costs both for the public and the government. The other disadvantage is that partial flexibility as well as quality service is compromised, it is also linked to fraud and high corruption rates, it also provides a chance and the environment of unscrupulous activities to thrive in.

Social media policy 

In the contemporary world, social media has become a basic need of quite a considerable population. The platform that has attracted much traffic over the past few years is Facebook. Up to now, it has registered 900 million people who are active on a daily basis. While most people are using these platforms to make jokes, share files and many other things, it has become a common place for job search and posts. People who are in need of a given job can post their descriptions, in terms of talent, qualifications, and past experiences. On the other hand, companies, organizations as well as recruiters can access these descriptions and assess their proficiency (Bolaane & Isaac, 2015).

Lack of employees and incompetence of the workforce to fill in and maintain positions has been contributed greatly by inadequate information on social media platforms. Therefore, in addition to informative policy brief, there is also a need to develop social media platforms for the purpose of reaching potential and talented employees. The social media policy that is to be incorporated in the IBP shall encompass the establishment, development, and design of a City’s website. Social media policies provide a good platform for advertising and sieving the most outstanding and talented employees. There is also the need of creating a city’s Facebook page which will attract and pull quite a number of talented employees to contend for the available positions. This way, there will be competency in pooling a talented workforce. Furthermore, there is a need to create a LinkedIn account for the city. This platform is regarded as the most operative and appropriate social media for job offers and job searches. LinkedIn profiles create an impression of the job seeker.

Part 2 

City employees have been reluctant in discharging their duties. Cases of incompetency and laxity in certain departments have been linked to low morale and lack of commitment. When public and state employees are compared with a workforce from other sectors, it has been found that there has been an increase in deterioration among the public employees. Private sector employees are somehow committed, the reason behind this devotion is founded on the implementation and enactment of motivational strategies to help induce and instigate the staff morale and self-confidence. To a greater extent, staff morale and motivation is boosted by the application of efficacy and commitment to management practices. To fashion and mold high morale employees, the top management ought to treat workers in a humanly manner, provide empowerment to workers, establish and implement rewarding systems, refashion and shuffle jobs, and finally create an adjustable environment. To ensure the betterment of the city, the uppermost management ought to side with the following cause of action.

Empower employees . This will be achieved through the confirmation of autonomy, rights, confidence, and encouragement of employees. Empowerment helps in expanding the employee’s knowledge and letting them understand that their job is their responsibility.

Provision of an appropriate reward system . To win staff morale and commitment, then their work must be appreciated and valued. The city ought to establish a means of providing appreciation and rewards to hardworking and industrious employees. This will be done by providing monetary rewards and raising employees through the ranks.

Restructuring Jobs . Daily and consistent jobs cause boredom, this results to low inputs where working is concerned. To avoid this, the topmost administration ought to keep on switching employees from one sector to the other.

The Creation of flexibility . Employees in the contemporary world need time to accomplish their personal objectives and meet family goals. Therefore, provision of an adjustable time that licenses workers to set and have control in their own hours is important. To achieve this, the management in place is to set a compressed workweek, allow a job sharing as well as telecommuting ("Impact of Motivation on Employees", 2016).

Finally, the endorsement of Emotionally Intelligent (EQ) workers in a given job is highly beneficial. Employees with high EQ work exceptionally especially in teams, they are able to accommodate change faster and clench high adjustability. The number of academic achievements and rewards one has acquired does not matter, when a given employee doesn’t have some emotional qualities, then the probabilities of doom and failure are very high.
