Organizations come up with policies to apply and enhance their operations by meeting the needs of the customer. However, these policies are not always successful. Therefore, the management ought to develop a strategy to evaluate and establish the effectiveness of these policies. The Harbor City Behavioral Health Center (HCBH) should implement the before-and-after comparison approach to determine the effectiveness of its policies towards meeting its goals. 

Implementation 

The approach involves the assessment of conditions and operations in the organization before and after the implementation of interventions. The method assumes that changes observed from the comparison are as a result of the implementation of policies, and impacts of measures are observable at the time of evaluation is undertaken ( Tripathy et al., 2020)

The management should conduct the assessment of the operation in each of the six departments before the implementation of the approach. Among the needs that the organization expects to meet include ensuring the availability of the information and resources to support services, understanding the needs of the industry, and patient needs. Patient feedback is essential and crucial in determining the effectiveness of the policies by comparing their level of satisfaction levels—basically, the evaluation help in assessing the effectiveness of the professionals in the organization ( Hudson et al., 2019) . If the change is positive, the policies are considered adequate. However, whenever the after-effects are negative, the procedures are deemed ineffective and would be necessary to amend it. 

Essentially, the comparison of operations in the various departments helps in establishing areas of the organization that need more attention in terms of the policies. Also, it highlights areas that need amending to fit into organizational goals. 

Virtually, the Health Insurance Portability and Accountability Act of 1996 (HIPAA) ensures the protection of personal private information from being disclosed and used by unauthorized personnel ( Edemekong & Haydel, 2019) . The law requires companies not to compromise the privacy of their customers. The company ensures confidentiality through the application of a new IT system that helps in dealing with the various customer complaints concerning the violation of the law. The system should allow security for patient communication. The integration of the system that helps in tracking and saving all the patient's data as well as the usage activit ies can help in data management and protection. 

Officers at the institution are trained on HIPAA privacy and confidentiality to ensure that professionals act according to the law. They are also trained on patient rights rule that emphasizes the provision of the best standards of healthcare to patients. Officials are required to promote mental health and wellness through creating awareness of suicide, mental health aid training, and anti-bullying. Policies are meant to ensure that the organization is competent and ethical. The office of regulatory affairs and compliance is responsible for the investigation of compliance with all the set organizational laws ( Waylen et al., 2019) . Constant monitoring and reporting if the regulations ensure that the entity remains ethical and follows the rule to deliver quality care services to its customers. 

Generally, the HCBHC staff work together in collaboration to ensure customer satisfaction through quality services and compliance with the state and federal laws. 

Employees are required to embrace a commitment to provide high-quality services to be comprehensive, maintain cultural competence, and focused on promoting recovery among the patients. The policy requires the six departments to work in togetherness and in willingness to promote the goals of the company.
