The NCO common Core Competencies of operations (NCOCCC) serve among other functions to ensure effective program and training management. Program and training management are among the six core competencies described by the NCOCCC (Army.mil, 2021) and are crucial success factors to any mission and department operation necessitating the need for Sgt. 1st Class Freddy Matostoro logistical endeavors and advice. 

An operation of the United States Army and the Panamanian forces to develop a good security system relies on effective and adequate program management. As such NCOs not only need to show effective understanding of program management practices and strategies, they also need to be able to take up on multiple tasks and roles so as to achieve the expected successful outcome. Harvey (2005) highlights that project management competency among Army NCO’s compliments readiness and enhances rate of success in all endeavors.

Project management is crucial for any teams proper functioning including Army commands and battalions. While other members of the TAFT recognize the significance of Matostoro’s mission as a logistics advisor to being able to accomplishing theirs, Matostoro’s lack of knowledge regarding the newly adopted credit card system of payment by the government prevented effective mission progress as all activities such as purchases were delayed for up to 5 months. 

The Sergeants lack of knowledge of the changes in payment system which falls under the purview of project management affected a significant delay in the TAFT’s operations. Development of a credit card for him to be able to operate with and enable access to necessary resources such as vehicle fuel, tools and even toll pass payments were as a result all delayed for up to 5 months which is about half of the said mission time. The wait not only impacted the delay of necessary resources but also significantly impaired the readiness of the TAFT to carry out their duties. 

Lack of effective project management skills and experience compromised TAFT’S mission and the readiness of the unit as highlighted by the NCOCCC thereby impacting a compromise and failure of the mission. The project Management initiative as such explicitly highlights the significance and necessity for adopting effective project management strategies for ultimate success in missions.
