The main problem in the case study is favoritism in the delivery of services to the employees in the organization. It is for that reason that Burry felt that he could not work under the new leader who was closely associated with the retired officer, McClure. The second problem affecting the workers is the unfair selection of the Envigood as the direct replacement of Mr. McClure who had retired after having a successful time in office. This shows signs of corruption that could be have made Burry feel like he was not given the opportunity because of he was not close to McClure like Envigood. It is on such grounds that the two had a conflict between themselves that resulted in Bury resigning and starting his own consulting firm, which did not prosper owing to the past association that the two were having with each other. It also shows that there public policy tools being used in the office were ineffective such that they allowed the growth of such vices to levels that resulted in the employees behaving poorly as it was the case with Bury and Envigood ( Hausman, 2016) . This article will outline some of the public policy tools that can be used in shaping the behaviors of the workers in public and even the private sector. First, the use of legislation in the workplace could have helped in avoiding such incidences from happening at all ( Hausman, 2016) . For instance, since the problem resulted because one of the employees felt like he was not being recognized and that Envigood was given the post on corrupt grounds, the existence of legislation would have massively assisted them in avoiding such cases. Legislation helps in making the workers understand that if they do certain things in specific directions there is a penalty or a reward for it and thus it helps the workers in taking full responsibility and therefore they would not have such incidences ( Birkland, 2014) . Legislations would have made Burry understand the reason behind Envigood being selected could have been as a reward of the good work that he was doing for Mr. McCurry ( Hausman, 2016) .

The other public policy tool to be used in the case study is the use of sanctions. The use of sanctions would have helped in eliminating the various organizational structures that made people have bad behaviors ( Birkland, 2014) . For instance, Burry should have been punished for his misbehavior which can be seen in him resigning so that he could start his consultation firm that in turn could have adversely affected the way his previous company was carrying out its activities. The sanction could have discouraged some of the people in behaving in an unwanted manner and turn force them to look for alternative ways of resolving issues without causing harm to the entire organization ( Hausman, 2016) . The only problem is that the use of sanctions does not offer any flexibility in the management of the way the people behave in individual institutions.
The use of legislation is the best tool to be used as it offers motivates the people and also offers them punishment for any of their misbehaviors.
